The Bijie Municipal Party Committee and the Municipal Government of Guizhou Province recently decided to set up a care fund for left-behind children, Xinhua reported. The municipal and county (district) finances allocate about 60 million yuan each year to ensure the study and life of left-behind children.
From 2065438 to February 2006, the State Council issued "Opinions on Strengthening the Care and Protection of Left-behind Children in Rural Areas", proposing to establish and improve the care and service system for left-behind children in rural areas from five dimensions: family guardianship, government responsibility, educational tasks, league organization and financial input. Different policies have been introduced in different places, and now some institutions are caring for left-behind children.

Opinions of the State Council on Strengthening the Care and Protection of Left-behind Children in Rural Areas
1. Family:1Children under 6 years old are not allowed to live alone.
The Opinions require that migrant workers should try their best to bring their minor children with them or leave one of their parents at home to take care of them. If the conditions are not available for the time being, they shall entrust their relatives or other adults with guardianship qualifications to take care of them, and children under the age of 16 shall not be allowed to live alone without supervision.
2. School: Ensure that left-behind children are not deprived of school due to poverty.
In terms of school education, the Opinions call for ensuring that left-behind children in rural areas do not drop out of school because of poverty, and support and guide primary and secondary schools to strengthen mental health education.
3. Society: Experts suggest mobilizing community resources.
In terms of social forces, the Opinions pointed out that it is necessary to speed up the incubation and cultivation of social work professional service organizations, charitable social organizations and voluntary service organizations, and civil affairs departments should support them to go deep into urban and rural communities, schools and families through government purchase services, and carry out work such as guardianship and guidance, psychological counseling, behavior correction, social integration and family relationship adjustment for rural left-behind children.
