Chapter I General Provisions Article 1 In order to regulate the management of kitchen waste, maintain urban and rural appearance and environmental health, food safety, and promote the recycling of resources, according to the relevant national laws and regulations, combined with the actual situation in the city, the formulation of these regulations. Article 4 The management of kitchen waste should follow the principle of local management, hierarchical responsibility, unified collection and transportation, professional treatment. Article V municipal and district people's governments shall strengthen the leadership of food waste management.

Article 7 The catering industry associations should play a role in industry self-regulation, participate in the development of relevant standards, standardize industry behavior, promote the reduction of kitchen waste technology and methods, kitchen waste management into the catering business rating and integrity management range.
