Second city public water supply enterprises, units and individuals that use city public water supply and self-built water supply facilities must abide by these provisions. Article 3 Urban water conservation should follow the principles of unified planning, total control, planned water use, pollution control-oriented, scientific open source and comprehensive utilization, vigorously promote water conservation measures, popularize new technologies and processes for water conservation, develop water-saving industries and build water-saving cities. Article 4 The urban water-saving administrative department of the Municipal People's Government is in charge of the planned water use and water conservation work of this Municipality, and its subordinate water conservation management institutions are specifically responsible for the daily management of water conservation in Yunyan District, Nanming District, Economic and Technological Development Zone, High-tech Zone and the Municipal People's Government.
the urban water-saving administrative department of other district (county, city) people's governments is responsible for the daily work of planning and saving water in cities within their respective administrative areas. Article 5 Those who meet the following conditions shall be commended in accordance with the following provisions:
(1) Units and individuals that have made outstanding contributions in water conservation and water conservation management shall be commended by the Municipal People's Government;
(2) Units and individuals that have made outstanding contributions in the research and development of water-saving science and technology and the establishment of water-saving society, water-saving units and water-saving communities shall be commended by the municipal, district (county, city) water-saving administrative departments;
(3) The internal institutions and individuals that have made outstanding contributions in the popularization and use of water-saving science and technology and the water-saving management of units shall be commended by their units. Chapter II Planned Water Use Article 6 Units and individuals who use urban water supply (including self-built water supply facilities) or increase urban public water supply for non-residents with monthly water consumption of more than 111 cubic meters must apply to the local urban water-saving administrative department for planned water use indicators, which shall issue water use indicators according to regulations within 5 working days from the date of receiving the application and sign a letter of responsibility for planned water use management.
non-resident domestic water-using units or individuals shall, within the prescribed time limit, report to the local water-saving administrative department for the next year's water use plan. If the plan is not declared on time, it will be reduced by 21% according to the water use plan index of the previous year, which will be regarded as the planned water use index of this year. Article 7 For the water consumption exceeding the planned water consumption index, in addition to paying the water fee according to the facts, the urban water-saving administrative department will charge the water fee with progressive increase over the plan according to the water price standard actually implemented by the unit: < P > (1) If the water consumption exceeds the planned water consumption by 25% (including 25%), the water fee will be charged at 1 times of the water price;
(2) If the water consumption exceeds the plan by more than 25% and less than 51% (including 51%), the fee will be increased by 2 times of the water price;
(3) If the water consumption exceeds 51% to 111% (including 111%), it will be charged at a price increase of 3 times of the water price;
(4) If the water consumption exceeds 111%, it will be charged at a price increase of 4 times of the water price.
the water consumption unit exceeding the plan must pay the water price increase fee for exceeding the plan in full within 15 days from the date of receiving the payment notice; Fails to pay, according to law. Eighth units or individuals that need to apply for temporary water use (including infrastructure water use) plan shall apply for temporary planned water use indicators at the municipal water-saving administrative department where the temporary water use project is located and sign a temporary water use management agreement. Water units or individuals shall ensure that the temporary water meter is in good condition and shall not be damaged or replaced without authorization.
the municipal water-saving administrative department shall, within 5 working days from the date of receiving the application for temporary planned water use indicators, make a decision on approval or disapproval according to the requirements of the management norms for planned water use indicators. Article 9 In case of any of the following circumstances, the temporary water use (including infrastructure water use) shall be charged at a progressive price increase according to the following standards:
(1) If it exceeds the service life, but does not exceed the temporary water use index, it shall be charged at a price increase of 1-2 times of the overdue water use price;
(2) If the usage period exceeds the temporary water consumption index, the over-planned water consumption will be charged at a price increase of 2-4 times of the water price;
(3) If the temporary water meter is changed or dismantled without authorization and the real water consumption is deceived, the charge will be increased by 4-11 times of the actual planned water consumption. Article 11 If a non-resident domestic water-using unit or individual fails to apply for urban water supply according to the provisions of Articles 6 and 8 of these Provisions, the water quantity shall be charged at a price increase of 4-11 times of the water price.
if a temporary water meter is not installed for building construction water, the water consumption shall be calculated according to the fixed water consumption per square meter of building construction water for the built project area. Article 11 Non-resident domestic water consumption units or individuals shall do a good job in the statistical work of planned water consumption, establish and improve the original records and statistical accounts of daily and monthly water consumption reports, and submit statistical reports on water conservation to the local urban water-saving administrative departments before the 25th of the following month.
the water supply enterprise shall submit the water consumption of the water users in the last month and relevant water consumption data to the local city water-saving administrative department before 25th of each month.
the district (county, city) urban water-saving administrative department shall summarize the annual water-saving data and report it to the municipal urban water-saving administrative department for the record before October 31 of the following year. Chapter III Water Conservation Article 12 An evaluation system shall be implemented for water conservation facilities supporting construction projects. Construction projects with a construction area of more than 21,111 square meters for new construction, renovation and expansion shall prepare an evaluation report on water-saving facilities at the feasibility study stage, and the feasibility study report of other construction projects shall include the scheme of water-saving facilities.
