Article 4 People's governments at or above the county level shall be responsible for food safety supervision and management within their respective administrative areas, implement the responsibility system for food safety supervision and management, establish and improve the food safety credit system, improve the food safety evaluation, assessment, reward and punishment mechanism, strengthen the capacity building of food safety supervision and management, and include food safety funds in the fiscal budget at the corresponding level to provide guarantee for food safety work. Article 5 The Food Safety Committee of the people's government at or above the county level shall undertake the following duties:

(1) To study, deploy and guide the food safety work within its administrative area as a whole;

(2) to formulate major policies and measures for food safety supervision and management;

(3) to study, coordinate and decide on the responsibilities of food safety supervision and management;

(4) supervise and urge the implementation, assessment and evaluation of food safety supervision and management responsibilities;

(5) Organizing and coordinating the emergency handling, investigation and handling of food safety accidents;

(6) establish and improve the mechanism of coordination and linkage, comprehensive supervision and management and information sharing;

(7) Other duties as stipulated by the people's government at the corresponding level.

Article 9 The food industry association shall establish and improve the self-discipline mechanism of the industry, formulate and organize the implementation of the professional ethics standards of the industry, standardize the behavior of the industry, and promote the integrity construction of the industry.

consumer associations and other consumer organizations should improve the public's self-protection ability and awareness of rights protection in food safety, and safeguard the legitimate rights and interests of consumers according to law. Chapter II Food Production and Marketing Section 1 General Provisions Article 11 Anyone who engages in food production, food sales and catering services shall obtain a license according to law.
