Notice of Qufu Municipal People's Government on Delineating the No-burning Zone for Urban Highly Polluted Fuels
I. Necessity of Delineating the No-burning Zone
In recent years, the prevention and control of air pollution in our city has achieved certain results, but the air pollution situation is still grim, and the ambient air quality is still far from the national standard. High-polluting fuels such as coal combustion have a large comprehensive contribution rate to PM2.5 and PM11, which is one of the main sources of air pollution in our city. Therefore, it is of great significance to delimit the no-burn zone for improving the ambient air quality and ensuring the health of the people.
II. Basis of laws, regulations and rules for delineating the no-burn zone
1. Article 38 of the Law of the People's Republic of China on the Prevention and Control of Air Pollution stipulates: "Urban people's governments may demarcate and publish the no-burn zone for highly polluting fuels, and gradually expand the scope of the no-burn zone for highly polluting fuels according to the requirements for improving the quality of the atmospheric environment. The catalogue of highly polluting fuels shall be determined by the competent department of ecological environment of the State Council.
It is forbidden to sell or burn highly polluting fuels in the no-burn zone; It is forbidden to build or expand facilities that burn highly polluting fuels. If they have been completed, they should switch to natural gas, shale gas, liquefied petroleum gas, electricity or other clean energy sources within the time limit prescribed by the city people's government. "
2. The Notice of the General Office of the Ministry of Environmental Protection on Issuing the Catalogue of Highly Polluted Fuels clarifies the catalogue of highly polluting fuels, and classifies the fuel combinations prohibited from burning in the no-burn zone into Class I, Class II and Class III. The urban people's government chooses one of them according to local conditions in the management of the no-burn zone according to the requirements for improving atmospheric environmental quality, energy consumption structure and economic affordability.
III. Main contents of the Notice on Delineating the No-burn Zone for Urban High Pollution Fuels
This notice mainly includes five aspects: No-burn Zone, High Pollution Fuels, No-burn Zone Management, Strict Law Enforcement and Strengthening Supervision.

No-burning areas include: areas east of the west outer ring of Qufu G114, south of the north outer ring of Qufu G327, north of Confucius Avenue and west of Chongxin Road of Chuangye Avenue; Areas that have been cleaned and heated are automatically designated as high-pollution fuel no-burn areas; Covered area of central heating outside the city. According to the requirements of improving the atmospheric environment quality, combined with the reality of Qufu City, choose the fuel combination of Class III which is prohibited from burning. No-burn zone management includes no burning and sales, and it is forbidden to build new facilities for burning highly polluting fuels.
