I. Contents of the report
(a) gas operators shall not have the following acts:
1. Refusing to supply gas to units or individuals that meet the gas use conditions within the coverage of municipal gas pipeline network;
2 reselling, mortgaging, leasing, lending, transferring or altering the gas business license;
3. Failing to fulfill the necessary notification obligation to stop gas supply or adjust gas supply, or suspending or closing business without approval;
4 to provide gas business to units or individuals that have not obtained the gas business license;
5. Require gas users to purchase products designated by them or accept services provided by them;
6. Engaging in gas business and service activities under the guise of other enterprise names or logos.
(two) gas users and related units and individuals shall not have the following acts:
1. Operating public gas valves without authorization;
2. Use gas pipeline as bearing bracket or grounding lead;
3 installation and use of gas burning appliances that do not meet the requirements of gas source;
4 unauthorized installation, modification and removal of indoor gas facilities and gas metering devices;
5. Use gas where there are no safety conditions;
6. Misappropriation of gas;
7. Change the use of gas or switch to gas.
(three) within the scope of protection of gas facilities, it is forbidden to engage in the following activities that endanger the safety of gas facilities:
1. Building buildings, structures or other facilities occupying underground gas pipelines;
2. Carry out blasting, earth borrowing and other operations or use open flames;
3. Dumping and discharging corrosive substances;
4. Placing inflammable and explosive dangerous goods or planting deep-rooted plants;
5 other activities endangering the safety of gas facilities.
(four) did not cover the gas safety hazards that do not meet the safety technical standards;
1. Within the scope of protection of gas facilities, the relevant units engage in activities that may affect the safety of gas facilities, such as laying pipelines, piling, jacking, digging, drilling, etc., and fail to work out a protection plan for gas facilities together with gas operators and take corresponding safety protection measures.
2. Gas operators fail to set up protection devices and safety warning signs for corrosion protection, insulation, lightning protection, voltage reduction and isolation of gas facilities in accordance with relevant national engineering construction standards and safety production management regulations, and conduct regular inspection, testing, repair and maintenance to ensure the safe operation of gas facilities.
3. Units and individuals occupy, damage, dismantle or move gas facilities without authorization, damage, cover, alter, dismantle or move safety warning signs of gas facilities without authorization.
4. If hidden dangers are not eliminated in time, it may seriously threaten public safety.
