In August 1993, Zhejiang Province and JeollaNamdo signed a friendship exchange agreement. At the same time, Jeollanam-do recommended Yecheon City to carry out friendly city exchanges with Lishui City of China. in September 1993, Shi Jixuan, the president of Lishui City Foreign Friendship Association of China and his delegation visited Yecheon, and Yecheon municipal government expressed its desire to carry out friendly cooperation and exchanges and conclude a friendship city with the government of Lishui City of China. in April 1994, the mayor of Yecheon, Ryu Sang-cheol, led a group of people to visit Yecheon City of China, and the two municipalities signed a letter of agreement to establish a friendly relationship. The two cities signed an agreement on the establishment of friendly relations. Approved by the central government of both sides, the two cities on November 1, 1994 by mail exchange of signed text, the formal ties of friendship city relations. April 1, 1998, South Korea's Yecheon City, Yeosu City, Yeosu City, Yeosu County merged into the current Yeosu City. There are two railroads, the Tokai Railway and the Shinkansen, and Mishima Station on the Shinkansen was completed in 1997, making Mishima the gateway to tourism in the Izu area. Merck, one of the world's largest pharmaceutical companies, was headquartered in Rowe for nearly 100 years before moving its corporate headquarters out of Rowe in the 1990s. The city reimagined the Merck division as the largest research and development center in the state and laid the groundwork for a $2 billion expansion of its facilities and doubling of its workforce. More recently, the city embarked on a revitalization plan aimed at re-creating its commercial center, and in 1998 New Jersey Transit completed the $16 million Train Station Business Center, a major boost to the area's economy, while in 2000 a recreation center was constructed adjacent to it. Today it is promoting the arts in the "arts center" and the surrounding area.

Lishui City has set up the "Thousand Citizen Judgment Team", which is responsible for establishing, implementing and evaluating major government policies, thus realizing two-way communication between the government and citizens. In addition, Lishui City has also introduced the "Idea Bank" system to listen to and adopt the public's opinions and suggestions on municipal government, which will ultimately enhance Lishui City's international image and world standard.
