The regional scope and time of classified management of municipal solid waste in this Municipality shall be determined by the municipal and county (city, district) people's governments in accordance with the principle of step-by-step implementation and announced to the public. Article 3 The term "domestic waste" as mentioned in these Regulations refers to the solid waste generated in daily life or activities providing services for daily life, and the solid waste identified as domestic waste by laws and administrative regulations.
Construction waste, medical waste, etc. , does not belong to the domestic waste as mentioned in these regulations, and shall be managed in accordance with relevant laws, regulations and rules. Article 4 The classified management of municipal solid waste shall follow the principles of government promotion, participation of the whole people, overall planning, suiting measures to local conditions and simplicity, and implement the control and management of municipal solid waste in a reduced, recycled and harmless way. Fifth city and county (city, district) people's government shall do the following work:
(1) Strengthen the organization and leadership of source reduction and classified management of domestic waste, and incorporate the classified management of domestic waste into the national economic and social development plan;
(two) to determine the management objectives of domestic waste classification, clear division of responsibilities, overall planning of domestic waste classification, collection and transportation facilities layout and priority arrangements for land use and construction, to ensure capital investment;
(three) establish and improve the coordination and linkage mechanism of domestic waste classification management, and coordinate and solve major problems in domestic waste classification management.
Street offices and Township People's governments are responsible for the guidance and daily management of domestic waste classification within their respective jurisdictions. Sixth city and county (city, district) people's government department in charge of environmental health is the competent department of municipal solid waste classification management.
The competent environmental sanitation department of the Municipal People's Government is responsible for formulating the systems, standards and norms for the classified management of urban domestic waste and organizing their implementation, guiding the competent environmental sanitation department of the county (city, district) people's government to carry out the classified management of urban domestic waste, and supervising and inspecting the classified management of urban domestic waste in the whole city.
The competent department of environmental sanitation of the people's government of the county (city, district) is responsible for the classified management of municipal solid waste within its jurisdiction.
The administrative departments of development and reform, education, science and technology, public security, finance, natural resources, ecological environment, housing and urban and rural construction, transportation, agriculture and rural areas, commerce, culture, radio, film and television, tourism and sports, health and market supervision and management of the people's governments of cities and counties shall, according to their respective functions and duties, do a good job in the classified management of urban domestic waste, and guide and supervise the relevant units in the industry to do a good job in the classified management of urban domestic waste. Seventh neighborhood (village) committees shall assist in the classified management of municipal solid waste, publicize and guide the units and individuals within their jurisdiction to participate in the classified delivery and source reduction of municipal solid waste.
Encourage neighborhood (village) committees to incorporate domestic garbage into residents' conventions and village regulations. Eighth city and county (city, district) people's government departments in charge of environmental health shall organize large-scale domestic waste treatment facilities operating units to set up public open days, and popularize the knowledge of domestic waste source reduction and classification for the society.
Newspapers, radio, television, internet and other media should strengthen the publicity of domestic waste classification knowledge and enhance the public's awareness of domestic waste classification and source reduction.
All kinds of schools should organize and carry out popularization education of domestic waste classification knowledge, guide students to participate in voluntary activities, improve students' awareness of domestic waste classification and environmental protection, and cultivate young people's good civilized habits.
Trade unions, the Communist Youth League, women's federations and other mass organizations, as well as social organizations, social service institutions and other social organizations should give full play to their respective advantages, publicize the knowledge of domestic waste classification, carry out social practice activities, and promote the whole society to participate in domestic waste classification and source reduction. Ninth units and individuals should practice a simple, moderate, green and low-carbon lifestyle, enhance the awareness of ecological environmental protection, develop the habit of classified domestic waste and source reduction, and assume the responsibility of domestic waste producers.
State organs, institutions, state-owned enterprises, social organizations, etc. It should play a leading role in the classification of domestic waste.
Environmental sanitation, property management, e-commerce, recycling of renewable resources, tourism, catering, hotels, express logistics and other industry associations. The requirements of domestic waste classification and source reduction should be clearly defined in the industry norms, publicity and training should be carried out, and member units should be guided and urged to fulfill their corresponding obligations.
Encourage units and individuals to participate in the classification, recycling and harmless treatment of domestic waste through donations and voluntary services. Tenth city, county (city, district) people's government shall, in accordance with the provisions of the units and individuals that have made outstanding contributions to the classification of domestic waste. Chapter II Classified Delivery Article 11 Municipal solid waste is divided into the following four categories:
(1) Recyclable refers to domestic garbage suitable for recycling, including paper, plastic, metal, glass, fabric, etc.
(2) Hazardous waste refers to the garbage that directly or potentially harms human health or the natural environment and should be treated specially, including batteries, lamps, daily chemicals, etc.
(3) Kitchen garbage refers to domestic garbage which is perishable and contains organic matters, including household kitchen garbage and catering services generated by families, kitchen garbage and other kitchen garbage generated by canteens and markets of government agencies and units, and twigs, flowers and leaves generated by families;
(4) Other garbage refers to other domestic garbage except recyclables, kitchen garbage and harmful waste.
The Municipal People's Government shall, according to the classification standards, formulate and publish the guidance catalogue of urban domestic waste classification in this Municipality, and make timely adjustments according to the level of economic and social development, the characteristics of domestic waste and the treatment needs.
