Due to historical reasons, two railway stations (Shanghai Station and Beijiao Station) and two parks (Zhabei Park and Daning Lingshi Park) in Zhabei District horizontally separate the north and south of Zhabei District, which reduces the traffic efficiency of roads.

The EIA report shows that the renovation project of Pushan Road-Wanrong Road-Sanquan Road starts from the intersection of Pushan Road-Zhongshan North Road in the south and ends at the intersection of Sanquan Road-Zhongchang Road in the north, with a total length of about 5.5 kilometers. The first phase of the renovation project of Pushan Road-Wanrong Road-Sanquan Road starts from the intersection of Pushan Road-Yanchang Road in the south and ends at the intersection of Sanquan Road-Zhongchang Road in the north, with a total length of about 4.3 kilometers.

The project includes road engineering, tunnel engineering, pipeline engineering, and ancillary works such as lighting, greening and traffic sign lines. Wanrong Road-Sanquan Road runs, and the width of road red line is 32-40m. According to the layout of two-way four-speed and two-slow sections, the tunnel is arranged at the intersection of Lingshi Park in Daning and Zoumatang-Nanhe railway branch line.
