1. The concept of construction engineering archives: various forms of historical records such as words, charts, audio-visual images directly formed in construction engineering activities, which can also be called engineering archives.
2. Archiving content and scope of construction project archives: All important activities related to engineering construction, documents recording the main process and current situation of engineering construction and various carriers with preservation value shall be collected completely, sorted and marked and filed.
The specific filing scope of engineering documents shall conform to the relevant requirements of Code for Filing and Arrangement of Construction Engineering Documents.
Two. Basic provisions on filing and arrangement of construction project files
1. In the sorting, filing, acceptance and handover of engineering documents and archives, the construction unit shall perform the following duties:
(1) When conducting project bidding and signing agreements and contracts with survey, design, construction and supervision units, clear requirements should be put forward for the number of copies, cost, quality and handover time of engineering documents;
(2) Collect and sort out the documents formed in the project preparation stage and completion acceptance stage, and file them.
(3) Be responsible for organizing, supervising and inspecting the formation, accumulation and filing of engineering documents of survey, design, construction and supervision units.
(4) Collect and summarize the engineering files filed by the survey, design, construction and supervision units.
(five) before the completion and acceptance of the project, it shall be submitted to the local urban construction archives management institution for pre-acceptance of the project archives; Without obtaining the approval document of the project file acceptance, the project completion acceptance shall not be organized.
(6) For the projects that are included in the receiving scope of the urban construction archives (rooms), a set of project files that meet the requirements shall be handed over to the local urban construction archives (rooms) within 3 months after the project is completed and accepted.

3. In the case of general contracting of construction projects, the general contractor is responsible for collecting and summarizing the project files formed by subcontractors. And shall be handed over to the construction unit in time; All subcontractors shall hand over the engineering documents formed by their own units to the general contractor in time after filing. Where a construction project is contracted by several units, each contracting unit shall be responsible for collecting, sorting and archiving the engineering documents of the contracted project, and hand them over to the construction unit in time.
4 urban construction archives management institutions shall supervise, inspect and guide the project file filing. Before the project is completed and accepted, the project files shall be pre-accepted, and the acceptance documents of the project files shall be issued after passing the acceptance.
Three. Quality requirements of construction project archives compilation
1. The archived engineering documents shall be original.
2. The content and depth of the engineering documents must meet the requirements of the technical specifications, standards and procedures of the relevant national engineering survey, design, construction and supervision.
3. The contents of engineering documents must be true and accurate, and combined with engineering practice.
4. The engineering documents shall be written in durable materials, such as carbon ink and blue-black ink, and shall not be written in faded materials, such as red ink, pure blue ink, ballpoint pen, carbon paper and pencil.
5. The engineering documents shall be legible, with clear drawings, neat charts and complete signature and seal procedures.
6. The format and size specifications of written materials in engineering documents shall be A4 format (297mm X 2 10mm). The drawings shall adopt the national standard page.
7. Paper for engineering documents should have long-term preservation, toughness and durability. Drawings are generally blueprints, and as-built drawings should be new blueprints. Computer graphics must be clear, and copies of computer graphics are not allowed.
8. All as-built drawings shall be stamped with as-built stamp.
(1) The basic contents of the completion stamp shall include the words "as-built drawing", the construction unit, the preparer, the auditor, the technical director, the preparation date, the supervision unit, the site supervisor and the person in charge.
(2) The completion stamp shall be made of red inkpad which is not easy to fade, and covered in the blank space above the icon bar.
9. If the construction drawing is used to draw the as-built drawing, the basis for change and modification must be marked; When the structure, technology and layout of the construction drawing are significantly changed, or the changed part exceeds 1/3 of the drawing, the as-built drawing shall be redrawn.
10. Engineering drawings with different formats should be folded into A4 format (297mm X 2 10mm) according to the folding method in Technical Drawing Reproduction GB 10609.3-89, and the icon bar should be exposed.
Four. File filing
The filing of engineering archives can be divided into five parts according to the construction procedure: engineering preparation stage documents, supervision documents, construction documents, completion documents and completion acceptance documents.
1. Objective: To realize the standardized management of urban construction archives and improve the correctness and efficiency of urban construction archives management. Make sure to solve the problem correctly the first time.
2. Scope: According to the spirit of the Interim Provisions on Archives Management of Capital Construction Projects and the Provisions on Compilation and Submission of Completed Archives of Shanghai Construction Projects by the National Archives Bureau, the State Planning Commission and the National Archives Bureau, complete the accumulation, sorting, storage and utilization of documents and materials formed during the construction and delivery of the project.
