The Food Safety Law stipulates that the hygiene licenses for the production activities of food additives, health foods and new resource foods shall be issued by the provincial health administrative department. Health permits for other food producers and business operators' production and business activities shall be issued by the health administrative departments at the provincial, municipal and county levels in accordance with the scope of duties determined by the "Several Provisions on the Construction of Health Supervision System".
