Some aromatic amines, aldehydes, haloalkanes and their derivatives, and vinyl chloride have mutagenic effects.

The technical policies for the prevention and control of volatile organic compounds are as follows:

Industrial sources mainly include production industries containing VOCs such as petroleum refining and petrochemical industry, coal processing and conversion, oil storage, transportation and sales processes, production industries using VOCs as raw materials such as paints, inks, adhesives and pesticides, and the use processes of products containing VOCs such as painting, printing, bonding, demoulding and industrial cleaning;

2. Living sources include architectural decoration, catering service and clothing dry cleaning;

3. The prevention and control of VOCs pollution emitted by oil and gas exploitation, pharmaceutical industry and motor vehicles can refer to the corresponding pollution prevention and control technical policies respectively.

Article 21

In order to improve the ecological environment quality and control pollutants or other harmful factors discharged into the environment, pollutant discharge standards are formulated according to the ecological environment quality standards and economic and technical conditions.

the national pollutant discharge standard is the basic requirement for pollutant discharge control in the whole country. Local pollutant discharge standards are supplementary or stricter provisions of national pollutant discharge standards put forward by local governments in order to further improve the quality of ecological environment and optimize economic and social development.

Measures for the Administration of Ecological Environment Standards

Article 24

Pollutant discharge standards shall be implemented in the following order:

(1) Local pollutant discharge standards shall take precedence over national pollutant discharge standards; For projects not specified in local pollutant discharge standards, the relevant provisions of national pollutant discharge standards shall be implemented.

(2) If both belong to the national pollutant discharge standards, the industrial pollutant discharge standards take precedence over the comprehensive and general pollutant discharge standards; For projects not specified in the industrial or comprehensive pollutant discharge standards, the relevant provisions of the general pollutant discharge standards shall be implemented.

(3) If the pollutants are all local pollutant discharge standards, the river basin (sea area) or regional pollutant discharge standards take precedence over the industrial pollutant discharge standards, and the industrial pollutant discharge standards take precedence over the comprehensive and general pollutant discharge standards. For projects not specified in the river basin (sea area) or regional pollutant discharge standards, the relevant provisions of industrial or comprehensive pollutant discharge standards shall be implemented; The relevant provisions of the general pollutant discharge standards shall be implemented for projects that are not stipulated in the river basin (sea area) or regional, industrial or comprehensive pollutant discharge standards.
