Article 3 The Office of the Leading Group for Talent Work of the Municipal Party Committee shall be responsible for the comprehensive management of the identification of A, B and C talents in the whole city, and organize the specific identification work. Article 4 The talents applying for accreditation shall meet the requirements stipulated in the standards for accreditation of talents. Innovative and entrepreneurial talents who were introduced after October 1, 2117, worked in enterprises, institutions and social organizations in our city, signed labor (employment) contracts with their units, paid social insurance and obtained legal residence procedures, and met the requirements of Class A, B and C stipulated in Xi 'an talent classification standards, can apply for the classification and recognition of high-level talents in our city through their employers. Article 5 The talents to be introduced may be identified first, and they will enjoy relevant policy treatment after they actually arrive at their posts and are confirmed. The application for identification and confirmation of the introduced talents shall be carried out together. The specific procedures are as follows: (1) Individual application. To introduce talents, you need to fill in the Application Form for the Classification and Identification of High-level Talents in Xi 'an, prepare relevant supporting materials, and submit an application for identification to your unit. (2) The unit shall review and submit for approval. Article 11 Under any of the following circumstances, a person shall be disqualified, his/her talent certificate shall be withdrawn and the material treatment he/she enjoys shall be cancelled or recovered according to relevant regulations: (1) He/she has been investigated and punished by the relevant departments for practicing fraud in academic or performance; (two) providing false materials to defraud the talent qualification; (3) Being examined by the discipline inspection and supervision department during his term of office and being given a serious warning or above; (4) Being sentenced to criminal punishment during his term of office. Article 11 The accepting unit shall be responsible for the recovery of the qualification certificate of disqualified personnel, and the employing unit must cooperate with the recovery work. If the employing unit refuses to cooperate or lies or conceals the information, which makes it impossible to recover it, the unit will be disqualified; If the circumstances are serious, the relevant legal responsibilities shall be investigated. Article 12 If a disqualified person refuses to submit or falsely reports or conceals that he does not cooperate with the talent certificate to recover, the Human Resources and Social Security Bureau will delete his data from the talent pool, explain and record the situation to the relevant municipal talent policy implementation department, and declare in official website that his talent certificate is invalid and blacklisted; Those who still use the invalidated talent certificate to defraud the application for preferential policies will be investigated for relevant legal responsibilities according to fraud.
