The protagonist has already won the French Nations Cup competition before, so in this level he has to win the Italian and American Nations Cups before entering the international competition.
The main goal of this level is to race (phew, that's exhausting), with two of the Nations Cups followed by races, and with the eventual International, there are five races in this level***. Get a win and pass the level.

The uncle introduces the protagonist to a celebrity chef, supposedly his father's good friend from back in the day. Mr. Celebrity Chef sighs about the friendship between the two back then (evil I seem to smell something again -0-), and then brings up a dish created by the two (sorry, I rushed through the next few levels too fast and forgot the name of the dish). The protagonist asks about the dish, and Mr. Celebrity Chef says it requires a rare ingredient called "Premium Foie Gras", which he knows of only one person named Joe who has it.
The game begins with a visit to a shady little store in Paris, where the owner mentions that he found a wallet, but doesn't have time to return it to the owner. The protagonist volunteers to return the wallet, and it turns out that the owner of the wallet is the same Joe, who agrees to show him the process of cooking, but only if he asks for three things: artichokes, foie gras, and red wine, and wants the protagonist to reach the top of the celebrity chef rankings. In the adventure map, go to the Traitor's Shop, the Beauty Vegetable Shop, and the Vegetable Shed to buy the three items needed. There are a couple of arena competitions on the map, so if the protagonist's ranking isn't high enough go and take part in them. After obtaining the ingredients and ranking go to Joe's house and get the cooking recipes.
This is the top dish in the game, and you must use it for the final round. When I played, the main character's initial proficiency level was 90%. Select the restaurant where the main character lives, delete all the main dishes on the menu, leaving only this dish, and focus on training for a day to reach 100% (be sure to reach 100% proficiency). Then go to Joe's house and purchase the top quality foie gras, along with the other ingredients you bought at the vegetable store earlier, and you're ready to go to the competition.
Only two people can participate in the tournament, and the other team's score is a fixed 99, which means that the protagonist must achieve a score of 99 or higher (if the protagonist achieves 99, the other team will become 98) in order to win. This is only possible with 100% proficiency, 100% ingredients (using self-contained), and then a good score for the mini-game as well.
The game ends when the contest is won. The end credits show the protagonist having a big feast at his house, including his uncle, his girlfriend, Mr. Italian Mobster, Mr. American Mobster, the owner of the vegetable shed, and the critic (who already thinks you're being taken in by the protagonist), among others.
