On June 28th, Dongguan officially issued the Management Regulations on Sludge Disposal of Domestic Sewage Treatment Plants in Dongguan (hereinafter referred to as the "new regulations"), which will be formally implemented in August. According to the new regulations, sludge management ledger must be established for sewage treatment in the future, and the relevant ledger data should be kept for at least 5 years.

Establish and improve the responsibility system for sludge management

Statistics show that since 2002, Dongguan has invested more than 654.38 billion yuan to build sewage treatment plants and sewage interception pipe networks. At present, 37 secondary sewage treatment plants have been built. Except for three buildings invested and operated by the government, the other 34 buildings are built and operated in BOT or TOT mode, which is the first in China to achieve full coverage of centralized treatment of urban and rural domestic sewage. The planned investment scale of the sewage interception trunk pipe network is about 7.4 billion yuan, the total length of the pipe network is more than 860 kilometers, and the designed sewage collection capacity is about 265.438+10,000 tons/day in the near future and about 5.69 million tons/day in the long term.

This means that every sewage treatment plant in the city will produce a lot of sludge every day and treat it harmlessly, otherwise it will lay a huge hidden danger to the surrounding environment and personal safety. According to the new regulations, the disposal of these sludge should follow the principles of concentration, reduction, harmlessness and resource utilization.

Specifically, sludge producing units should hand over sludge to units with strict waste management qualifications for disposal. Sludge production units and sludge disposal units shall establish and improve the responsibility system for sludge management, earnestly perform their duties, and prevent environmental pollution accidents caused by sludge.

Sludge production units and sludge disposal units shall formulate rules and regulations related to sludge disposal and emergency plans in case of accidents, and report them to the municipal environmental protection department for the record.

In addition, sludge production units and sludge disposal units shall provide training on relevant laws, professional technology, safety protection and emergency treatment to personnel engaged in sludge collection, transportation, storage and disposal; At the same time, strict waste management system, sludge transfer declaration system, joint sheet management system and filing system should be implemented.

The sludge disposal unit also entrusts a qualified third-party testing organization to monitor the odor emission and odor concentration at the boundary of the factory at least once every quarter, and the monitoring report is submitted to the environmental protection department for the record on a regular basis. Once the concentration exceeds the standard, the sludge disposal unit shall immediately report to the environmental protection department and start the corresponding emergency plan.

Transfer storage points are prohibited for sludge transportation.

The new regulations clarify that in order to prevent environmental pollution accidents caused by sludge disposal, sludge generating units and sludge disposal units should establish sludge management accounts. The registration contents include sludge production, treatment and disposal amount, handover time, disposal method, final destination and manager's signature, and the data shall be kept for 5 years.

Sludge production units, transportation units and sludge disposal units should also take effective measures to prevent the following situations: first, the sludge stored in special containers or packages is not used or the stored sludge is exposed; Second, sludge loss; The third is to treat the sludge as domestic garbage, or hand it over to units and individuals other than sludge disposal units for treatment; Fourth, accidents occurred during transportation, resulting in sludge overflow and scattering; The fifth is to abandon and bury sludge outside the sludge disposal site; Sixth, it causes other situations such as sludge loss, leakage and diffusion.

The new regulations also point out that in case of sludge loss, leakage and diffusion, sludge producing units, transportation units and sludge disposal units should immediately take emergency measures and report to the municipal environmental protection department in time.

In the daily management process, the sludge disposal unit should also establish and improve the detection and inspection system of sludge and sludge disposal by-products. At least once a quarter, entrust a qualified third-party testing organization to test the water content, heavy metals and other indicators of sludge, mud cake and mud powder. , and regularly submit the test report to the environmental protection department for the record.

In addition, sludge disposal units should use closed vehicles for sludge transportation, and there is no transit storage point. Monitor and manage the whole transportation process to prevent secondary pollution caused by exposure, spillage or leakage, and it is strictly forbidden to dump or steal sludge at will.

The sludge generating unit shall reasonably arrange the sludge discharge time, and notify the sludge disposal unit to collect and transport the sludge in the plant when the storage capacity of the sludge storage point reaches more than 80%. After receiving the notice from the sludge generating unit, the sludge disposal unit shall timely collect and transport the sludge at its storage point, and reasonably arrange the collection and transport trains to ensure that the sludge at each storage point is cleared within 24 hours (including legal holidays).

Regulations of Dongguan Municipality on the Administration of Sludge Disposal of Domestic Sewage Treatment Plants

Chapter I General Provisions

Article 1 In order to strengthen the management of sludge disposal in this Municipality and prevent and reduce the secondary pollution of sludge, these Provisions are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Wastes, the Regulations of Guangdong Province on the Prevention and Control of Environmental Pollution by Solid Wastes, the Measures for the Implementation of the Administrative License for Strict Control of Waste Disposal in Guangdong Province and other relevant provisions, and combined with the actual situation of this Municipality.

Article 2 The term "sludge" as mentioned in these Provisions refers to semi-solid or solid substances produced by urban domestic sewage treatment plants in the process of sewage treatment, excluding grid slag, scum and grit.

Article 3 These Provisions shall apply to the collection, transportation, storage, disposal, supervision and management of sludge produced by urban domestic sewage treatment plants (including Zhang Cun Water Purification Plant, hereinafter referred to as sludge producing units) within the administrative area of this Municipality. The treatment and disposal of industrial sludge shall be carried out in accordance with the requirements of relevant laws and regulations.

Article 4 Sludge disposal in this Municipality shall follow the principles of concentration, reduction, harmlessness and resource utilization.

Fifth municipal environmental protection department is responsible for the implementation of unified supervision and management of sludge disposal activities. The municipal water department shall cooperate with the municipal environmental protection department to conduct daily supervision and management of sludge producing units, and the financial department shall allocate the sludge disposal fee according to the procedures. The above departments shall do a good job in the supervision and management of sludge disposal within their respective responsibilities.

Chapter II General Provisions on Sludge Management

Article 6 The sludge producing unit shall hand over the sludge to a unit with strict waste control management qualification for disposal. Sludge production units and sludge disposal units shall establish and improve the responsibility system for sludge management, earnestly perform their duties, and prevent environmental pollution accidents caused by sludge.

Seventh sludge producing units and sludge disposal units shall formulate rules and regulations related to sludge disposal and emergency plans in case of accidents, and report them to the municipal environmental protection department for the record.

Article 8 Sludge producing units and sludge disposal units shall provide relevant legal knowledge, safety protection and emergency treatment training to personnel engaged in sludge collection, transportation, storage and disposal.

Ninth sludge producing units and sludge disposal units shall implement strict waste management system, sludge transfer declaration system, joint management system and filing system.

Tenth sludge generating units and sludge disposal units shall establish sludge management ledger. The registration contents include sludge production, treatment and disposal amount, handover time, disposal method, final destination and manager's signature, and the data shall be kept for 5 years.

Eleventh sludge production units, transportation units and sludge disposal units shall take effective measures to prevent the following situations:

(a) The sludge is not stored in special containers or packages, or the stored sludge is exposed;

(2) Sludge loss;

(3) Treating sludge as domestic garbage or handing it over to units and individuals other than sludge disposal units for treatment;

(four) an accident occurred in the process of transportation, resulting in the overflow and scattering of sludge;

(5) Discarding or burying sludge outside the sludge disposal site;

(six) other circumstances that cause sludge loss, leakage and diffusion.

In case of sludge loss, leakage and diffusion, sludge producing units, transportation units and sludge disposal units shall immediately take emergency measures and report to the municipal environmental protection department in time.

Twelfth sludge generating units and sludge disposal units shall take effective occupational health protection measures, and provide necessary protective equipment for the staff and management personnel engaged in sludge collection, transportation, storage and disposal.

Thirteenth sludge disposal units shall establish and improve the detection and inspection system of sludge and sludge disposal by-products. At least once a quarter, entrust a qualified third-party testing organization to test the water content, heavy metals and other indicators of sludge, mud cake and mud powder. , and regularly submit the test report to the environmental protection department for the record.

Chapter III Collection and Transportation of Sludge

Article 14 The sludge generating unit shall take measures to prevent a series of foreign matters such as domestic garbage and metal tools from entering the sludge, so that the generated sludge can reach the basic control index and limit value of sludge in Table 1 of Municipal Sewage Treatment Plant (GB24 188-2009), and the sludge disposal unit shall instruct the sludge generating unit to set up unified and standardized sludge collection containers.

Fifteenth sludge disposal units shall use closed vehicles for sludge transportation, and shall not set up transit storage points. Monitor and manage the whole transportation process to prevent secondary pollution caused by exposure, spillage or leakage, and it is strictly forbidden to dump or steal sludge at will.

Article 16 The sludge producing unit shall reasonably arrange the sludge discharge time, and notify the sludge disposal unit to collect and transport the sludge in the plant area when the storage capacity of the sludge storage point reaches more than 80%. After receiving the notice from the sludge generating unit, the sludge disposal unit shall timely collect and transport the sludge at its storage point, and reasonably arrange the collection and transport trains to ensure that the sludge at each storage point is cleared within 24 hours (including legal holidays).

The transportation time of sludge should avoid the rush hour and the transportation route should avoid crowded areas to minimize the impact on the surrounding residents. It is strictly forbidden to park vehicles in crowded areas. At the same time, sludge disposal units should follow the principle of "one vehicle for one transport" to ensure the accuracy and reliability of sludge measurement.

Article 17 Under special circumstances, if the storage point set by the sludge generating unit according to regulations is not enough to accommodate the generated sludge, the sludge generating unit shall promptly notify the sludge disposal unit to collect and transport, and the disposal unit shall increase the frequency of collection and transport or the number of trains to ensure the timely collection and transport of sludge.

Eighteenth sludge transport vehicles need to obtain the relevant road operation qualification according to law, before sludge transport.

Nineteenth sludge producing units shall submit the sludge transfer plan to the municipal environmental protection department for examination and approval before transferring sludge, and apply for a strictly controlled waste sludge transfer form. The sludge producing unit may entrust the sludge disposal unit to go through the formalities of declaration of the transfer form. It is forbidden for sludge transport units and disposal units to receive sludge without transfer vouchers.

Twentieth sludge production units, transportation units and sludge disposal units shall truthfully fill in the strictly controlled waste sludge transfer form and affix their official seals. Five copies, and report to the environmental protection department and other relevant departments for the record.

Twenty-first sludge transportation, the implementation of the "sludge transportation registration card" management system. The Sludge Transport Registration Card shall be filled in and signed by the receiving and dispatching personnel of the sludge production unit and sludge disposal unit according to one card per vehicle (time).

Twenty-second sludge transportation should use a special closed transport tool that is leak-proof, spill-proof, without sharp corners and convenient for loading, unloading and cleaning. Means of transport should have obvious warning signs, and waste should be strictly controlled.

Twenty-third special vehicles for transporting sludge should be cleaned in time at the sludge disposal site after use, and the pollutants produced by cleaning should be properly treated to prevent secondary pollution.

Chapter IV Sludge Disposal

Twenty-fourth units engaged in sludge disposal activities shall, in accordance with the provisions, apply to the municipal environmental protection department for permission to strictly control waste disposal; Units that have not obtained the disposal permit shall not engage in activities related to sludge disposal.

Twenty-fifth units engaged in sludge disposal activities shall meet the following conditions in accordance with the provisions:

(a) equipped with sludge storage and disposal facilities or equipment that meet the requirements of environmental protection and hygiene;

(two) there are professional and technical personnel who meet the requirements of strict waste management;

(three) to establish rules and regulations to ensure the safe disposal of sludge, pollution prevention measures and accident emergency rescue measures;

(four) other conditions that meet the requirements of laws, regulations, rules and national standards.

Twenty-sixth sludge disposal units shall set up metering rooms in accordance with the relevant national standards, and before sludge disposal, they shall be registered by car and summarized monthly. The metering room should be equipped with an online monitoring system, which is connected with the online monitoring central control system of the municipal environmental protection department to monitor its metering and vehicle entering and leaving the factory. Monitoring data shall be kept for 5 years. At the same time, the sludge production unit has the right to check the shipment of the sludge transport vehicle of the sludge disposal unit, and can send people to the sludge disposal unit to check the sludge measurement.

Twenty-seventh sludge disposal units shall entrust a qualified third-party testing agency to monitor the odor emission and odor concentration at the boundary of the factory at least once every quarter, and the monitoring report shall be submitted to the environmental protection department for the record on a regular basis. Once the concentration exceeds the standard, the sludge disposal unit shall immediately report to the environmental protection department and start the corresponding emergency plan.

Article 28 The technical pollution prevention measures for sludge disposal by sludge disposal units must comply with the relevant provisions of the Technical Policy for Sludge Treatment and Pollution Prevention in Urban Sewage Treatment Plants (Trial) and the Technical Guide for Sludge Treatment and Disposal in Urban Sewage Treatment Plants (Trial).

Twenty-ninth sludge disposal fees shall be implemented in accordance with the standards agreed in the franchise agreement or other service agreements, and the specific payment procedures of sludge disposal fees shall be implemented with reference to the Measures for the Payment of Sludge Disposal Fees of Dongguan Urban Sewage Treatment Plants.

Chapter V Supervision and Administration

Thirtieth municipal finance and environmental protection departments shall, according to the division of responsibilities, supervise the sludge disposal fee, sludge disposal amount, sludge disposal standard and the final residue destination after sludge disposal, and announce it to the public regularly.

Thirty-first sludge disposal testing can be entrusted to a monitoring unit with corresponding qualifications through bidding or other means to ensure that sludge disposal meets relevant requirements.

Thirty-second municipal environmental protection and water affairs departments shall, in accordance with the division of responsibilities, supervise and inspect the generation, storage, treatment and disposal of sludge, regularly exchange the results of supervision and inspection and spot checks, and order the immediate elimination of hidden dangers.

If it is found that there is no strictly controlled waste disposal license or sludge disposal activities are not carried out in accordance with the provisions of the strictly controlled waste disposal license, the municipal environmental protection department will punish it according to the Regulations on the Prevention and Control of Environmental Pollution by Solid Waste in Guangdong Province and the Measures for the Implementation of the Administrative License for Strictly Controlled Waste Disposal in Guangdong Province.

Thirty-third municipal environmental protection and water affairs departments shall, after receiving complaints and reports on sludge disposal units, sludge production units and their staff members in violation of these regulations, investigate and verify in a timely manner according to the division of responsibilities, deal with them according to law, and publish the results in a timely manner.

Thirty-fourth sludge production units and sludge disposal units shall cooperate with the inspection, monitoring, investigation and evidence collection of relevant departments, and shall not refuse or hinder them, and shall not provide false materials.

Thirty-fifth sludge producing units shall report to the local environmental protection branch before 10 every month the amount of sludge produced, transferred and destination last month, and accept the verification of the municipal environmental protection department; Sludge disposal units shall establish strictly controlled waste disposal files, truthfully record the types, sources and destinations of sludge they use and dispose of, and report the strictly controlled waste disposal of last month to the municipal environmental protection department and local environmental protection sub-bureau before 10 every month.

Thirty-sixth sludge disposal units shall submit the annual sludge environmental management report to the municipal environmental protection department before March each year. The sludge environmental management report shall include the operation status, operation management and pollutant discharge of the enterprise.

Thirty-seventh sludge disposal units shall ensure that the sludge is received and disposed of in time. Those who fail to receive and dispose of sludge in time shall bear relevant legal responsibilities according to law.

Thirty-eighth sludge disposal units shall submit strictly controlled waste transfer list (sludge only), sludge transportation registration card and sludge disposal monthly report to the municipal environmental protection department before 10 every month.

Chapter VI Supplementary Provisions

Thirty-ninth these Provisions shall be interpreted by the municipal environmental protection department.

Article 40 These Provisions shall come into force as of August 1 year and shall be valid until July 36, 202 1 year.
