Interim Measures for the administration of sewage facilities in residential buildings in Jilin City
Article 1 In order to strengthen the management of sewage facilities in residential buildings and ensure the normal use of sewage facilities in residential buildings, these Measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of our city. Article 2 The sewer facilities of residential buildings mentioned in these Measures include sewer pipes, pipe inspection ports, floor cleaning ports, floor drains, toilets, washbasins, tubs and washbasins. ; Septic tanks, sewage pipes and wells in the septic tank outlet outside the building. Article 3 These Measures shall apply to the administration of launching facilities of residential buildings and adjacent houses in this Municipality.

The term "adjoining houses" as mentioned in these Measures refers to houses connected with residential buildings or facilities. Article 4 The Municipal Real Estate Management Bureau is the competent department in charge of sewage facilities management of urban residential buildings, and its main responsibilities are:

(a) the implementation of relevant laws, regulations, rules and policies;

(two) to supervise and manage the use and maintenance of sewage facilities in residential buildings such as municipal real estate departments, self-management units and private houses;

(three) responsible for the qualification examination of sewage facilities maintenance business units;

(4) To be responsible for investigating and handling the illegal use of launch facilities.

Urban construction, construction, municipal administration, industry and commerce, public security and other relevant departments at all levels should cooperate with the management of sewage facilities in residential buildings. Where the launching facilities of residential buildings are entrusted to other units for maintenance, an entrustment agreement shall be signed and maintained in accordance with the agreement. Article 6 In the planning and design of residential quarters and residential buildings, land for launching facilities outside the building and a maintenance passage with a width of not less than 3 meters shall be reserved.

Set up markets (stalls) and bicycle sheds, open up green spaces, build buildings, structures and their ancillary facilities, and shall not occupy sewage facilities outside buildings and their maintenance channels. Seventh original sewage facilities need to be removed, modified or temporarily occupied, must be approved by the sewage facilities management unit, property owners, and ensure the use of the original sewage facilities. Article 8 Any unit or individual shall rationally use the launching facilities of residential buildings according to the original design purposes, and shall not increase emissions without authorization.

For catering, laundry, bathing and other service industries with large displacement, sewer pipes should be set to the sewers outside the building according to technical requirements, and they should not be mixed with the sewer pipes of residential buildings. Article 9 When a residential building is handed over as a whole, its launching facilities shall be checked and accepted by the launching facilities management unit, with complete technical data, and the handover unit shall guarantee it for one year. Tenth units engaged in the maintenance and operation of construction sewage facilities shall meet the following conditions:

(1) Having its own name, organization and fixed business place;

(two) the registered capital of more than 20 thousand yuan, the working capital of not less than 5 thousand yuan;

(three) there are more than two professional maintenance personnel;

(four) there are more than two water dredging machines. Eleventh units engaged in the maintenance and operation of sewage facilities outside buildings shall meet the following conditions:

(1) Having its own name, organization and fixed business place;

(two) the registered capital of more than 200 thousand yuan, the working capital of not less than 20 thousand yuan;

(3) There shall be no less than 1 person with the titles of assistant engineer and technician;

(four) there are professional maintenance equipment such as sewage suction vehicles, sprinklers, sewage trucks and sewage dredging machines. Article 12 Those who meet the requirements of Article 10 and Article 11 shall apply to the municipal real estate administrative department, and after passing the examination, they shall receive the Certificate of Maintenance Service for Residential Sewage Facilities and go through the registration formalities with the relevant departments before engaging in maintenance business activities. Thirteenth residential building sewage facilities in any of the following circumstances belong to natural failure, the sewage facilities management unit is responsible for the normal maintenance.

(a) due to disrepair or construction quality, building materials quality problems, and can not be used normally;

(2) No sundries were found after blocking and dredging. Fourteenth residential sewage facilities in one of the following circumstances is a man-made failure, the sewage facilities maintenance unit is responsible for paid maintenance.

(a) Damage caused by improper use;

(two) unauthorized removal and transformation;

(3) After clearing the blockage, garbage and other sundries are found. Fifteenth any unit or individual shall have the following acts:

(1) Install wooden boards, grates and other obstacles on the indoor riser;

(3) Dismantling or altering launch facilities without authorization;

(four) dumping debris, flammable and explosive liquids into sewer facilities;

(five) littering, occupying land, digging sand and taking soil in the sewage facilities without authorization. Article 16 No unit or individual may refuse or affect the management and maintenance of launch facilities for any reason. When self-decoration, decoration, equipment and articles affect the maintenance and cleaning, they should actively cooperate and handle it by themselves. Seventeenth sewage facilities maintenance unit after receiving the fault report, must be promptly rushed to the scene for maintenance. After the maintenance, the site should be cleaned up.
