The "Responsibility Letter" plan shall include the assessment contents and indicators stipulated in these Measures, the distribution of scores of each content and indicator, the responsible unit that completes the contents and indicators, and the evaluation criteria.
Contents and indicators should be accompanied by an annual plan. Article 4 The "Responsibility Letter" shall be signed by the people's governments of autonomous prefectures, cities under provincial jurisdiction, regional administrative offices and provincial people's governments, and shall take effect after being signed by the legal representatives of both parties.
In the process of implementation, when it is necessary to modify the contents and indicators of the Responsibility Letter, the people's governments of autonomous prefectures and municipalities directly under the central government and the regional administrative offices shall put forward suggestions for revision, which shall be submitted to the competent administrative department of environmental protection of the provincial people's government for examination and approval, or the competent administrative department of environmental protection of the provincial people's government shall put forward suggestions for revision, which shall be sent to the people's governments of autonomous prefectures and municipalities directly under the central government and the regional administrative offices for comments, and then submitted to the provincial people's government for approval. Article 5 The assessment contents and indicators of the Responsibility Letter are:
(1) Evaluation content:
1. Whether the environmental protection objectives and measures are included in the national economic and social development plan of this region, and whether the environmental protection investment is implemented as planned;
2 environmental protection institutions, personnel, environmental protection funds and equipment are suitable for environmental protection work in this area;
3. Manage various nature reserves;
4 government (administrative office) responsible person organization and coordination, supervision and inspection, layout of environmental protection work.
(2) Assessment indicators:
1. Air and water environment quality standards where the people's governments of cities and counties are located;
2. Quantitative assessment results of comprehensive improvement of urban environment;
3 key industrial pollution sources, the number of projects and the number of completed projects within a time limit;
4. The implementation rate of "Environmental Impact Report (Table)" and "three simultaneities" of construction projects;
5. The proportion of enterprises that have completed the declaration and registration of pollutant discharge to all pollutant discharge enterprises, and the proportion of enterprises that have issued pollutant discharge permits and their pollution load to all pollutant discharge enterprises;
6 city and county people's government within the jurisdiction of the water source management and drinking water quality compliance rate;
7. Afforestation area and survival rate;
8. Handling rate of pollution accidents. Sixth "responsibility" assessment system. Among them, the assessment content is 40 points and the assessment index is 60 points. The specific score shall be stipulated by the evaluation organ when signing the "Responsibility Letter". Article 7 The people's governments of autonomous prefectures, municipalities directly under the central government and regional administrative offices shall inspect the completion of the Letter of Responsibility every year, and submit the self-inspection report to the administrative department of environmental protection of the provincial people's government before the end of March of the following year. Eighth responsibility expires, by the provincial people's government to organize relevant departments to sign the "autonomous prefecture responsibility", the provincial municipal people's government, the regional administrative office to assess the score. The completion of the ninth "responsibility", as one of the main basis for evaluating the performance of the government (administrative office), and report to the people's congress at the same level and the provincial people's government. Tenth according to the evaluation score, by the provincial people's government in accordance with the following provisions to reward or deal with:
(1) If the evaluation score is 70-75, the bonus will be 10000 yuan; If the evaluation score exceeds 75 points, the bonus will increase by 2000 yuan for every 5 points. 5% of the bonus is directly awarded to the person in charge of the work of the award-winning regional government (administrative office), and 95% is distributed by the award-winning regional government (administrative office) according to the work completed by each responsible unit (individual). If the evaluation score is above 85 points, it shall be commended at the same time.
(two) the evaluation score is between 60 and 69, and there is no reward or punishment.
(3) If the evaluation score is less than 60 points, the local government (administrative office) shall write a written examination to the provincial people's government and put forward practical improvement measures. The person in charge of the government (administrative office) can not be rated as excellent in the annual civil service assessment. The evaluation organ can give it to informed criticism. Eleventh in accordance with the provisions of article tenth of these measures, environmental protection target responsibility system incentive funds by the provincial finance. Twelfth areas that fail to submit the qualified "Responsibility Letter" plan and self-inspection report, in addition to ordering them to complete within a time limit, the evaluation organ may give them informed criticism. Thirteenth environmental protection target responsibility system evaluation results to the public. Fourteenth autonomous prefectures, provincial municipal people's governments and regional administrative offices may sign "responsibility letters" with the municipal and county (District) people's governments and responsible units under their jurisdiction. The contents of assessment, assessment requirements and reward and punishment measures shall be determined by the people's governments of autonomous prefectures, municipalities directly under the central government and regional administrative offices in accordance with the principles of these measures and in light of local actual conditions.
