Chapter I General Provisions Article 1 These Measures are formulated in accordance with the relevant provisions of laws and regulations and combined with the actual situation of this Municipality in order to do a good job in preferential treatment and resettlement of conscripts, promote army building and consolidate national defense. Article 2 These Measures shall apply to the collection, use and management of preferential payments for the families of conscripts and the resettlement of demobilized conscripts within the administrative area of this Municipality. Article 3 The municipal civil affairs department is in charge of the preferential treatment and retired resettlement of conscripts in this Municipality. County (city, district) civil affairs department is responsible for the specific work of preferential placement of demobilized conscripts within its jurisdiction.

The relevant government departments shall, in accordance with their respective responsibilities, assist the civil affairs departments in implementing these measures. Chapter II Preferential Treatment Article 4 After conscripts join the army, a preferential payment system shall be implemented for their families.

The standard of preferential treatment for the families of rural conscripts should be equivalent to the per capita net income of farmers in the township (town) last year.

The standard of preferential payments for families of non-agricultural registered permanent residence conscripts in cities and towns shall be determined by the people's governments of cities and counties (cities) according to the living standards of urban residents in cities and counties (cities) respectively. Article 5 The preferential payments shall be raised in the following ways:

(a) the preferential payments for the families of rural conscripts shall be paid by the township (town) people's government from the overall planning fee.

(two) the preferential payments for the families of non-agricultural registered permanent residence conscripts in cities and towns shall be socialized.

(four) awarded the third class, additional ten percent.

Chapter III Resettlement of Ex-soldiers Article 11 The people's governments of cities and counties (cities, districts) shall properly resettle ex-soldiers according to the principle of wherever they come from. Twelfth demobilized conscripts in cities and towns who were regular employees of state organs, social organizations, enterprises and institutions before joining the army shall, in principle, return to their original units. If the original unit is revoked, bankrupt or merged, its superior competent department or merged unit shall be responsible for resettlement.

Demobilized urban conscripts who did not have formal jobs before joining the army shall be resettled by the resettlement department of the people's government of the city or county (city or district) according to the distribution plan issued by the labor department.
