The term "ecological civilization" as mentioned in these Regulations refers to the economic and social development pattern of respecting nature, conforming to nature and protecting nature, realizing the harmony between man and nature and between man and society, and forming the spatial pattern, industrial structure, production mode and lifestyle of saving resources and protecting the environment. Article 3 The development goal of this Municipality is to build an ecological civilized city with strong ecological concept, green economy rising, beautiful urban and rural environment, popularization of ecological culture, perfect ecological system, harmonious and happy citizens and clean and efficient government.
To build an eco-civilized city, we should integrate the ideas, principles, objectives and methods of ecological civilization into all aspects and the whole process of economic, political, cultural and social construction, and promote green, circular and low-carbon development. Article 4 The implementation of ecological civilization construction shall adhere to the principles of giving priority to conservation, protection and natural restoration, and follow the principles of putting people first, giving priority to people's livelihood, coordinating urban and rural areas, rational development, government leading, participation by the whole people and protection according to law. Fifth Municipal People's government unified leadership of the city's ecological civilization construction work, perform the following duties:
(a) to organize the preparation and implementation of ecological civilization city construction planning;
(2) Establishing the index system of ecological civilization construction;
(three) to formulate policies and measures such as paid use of resources and support for ecological industries;
(four) to formulate and implement the target responsibility system, assessment methods and reward and punishment mechanism for ecological civilization construction;
(five) the establishment of ecological civilization construction decision-making, coordination, cooperation and incentive mechanism;
(six) to determine the amount of energy saving, carbon emission rights, emission rights, water rights trading and other pilot and promotion.
The people's governments at the county and township levels shall lead the construction of ecological civilization in their respective administrative areas. Sixth people's governments at or above the county level shall be responsible for the construction of ecological civilization in their respective administrative areas.
Other relevant competent departments of the people's governments at or above the county level shall do a good job in the construction of ecological civilization in accordance with their respective responsibilities. Article 7 All units and individuals have the right and obligation to participate in the construction of ecological civilization, and have the right to report, accuse and report acts endangering the construction of ecological civilization according to law.
The relevant competent departments shall implement the responsibility system of first inquiry and deal with reports and complaints about environmental pollution and ecological damage in a timely manner.
State organs at all levels and their staff should take the lead, encourage and guide the public to participate in the construction of ecological civilization, and guarantee the public's right to know, participate, express and supervise the construction of ecological civilization. Eighth people's governments at or above the county level shall commend and reward organizations and individuals that have made remarkable achievements in building an ecological and civilized city. Chapter II Planning and Construction Article 9 The planning for the construction of an ecological and civilized city shall be coordinated with the national economic and social development planning, the overall urban planning and the overall land use planning.
The planning of eco-civilized city construction should include general requirements, spatial development pattern, industrial system construction, ecological construction and environmental protection, livable city construction, ecological culture construction, ecological society construction and system guarantee.
Without legal procedures, no unit or individual may change the planning of ecological civilization city construction. Article 10 The Municipal People's Government shall, in accordance with the principle of balancing population, resources and environment and unifying economic, social and ecological benefits, delimit ecological functional zones, stipulate functional zones such as efficient and intensive development zones, ecological agriculture development zones, ecological restoration and environmental management zones, and excellent ecosystem protection zones and their specifications, and determine the functional orientation and development direction of the regions.
People's governments at all levels shall implement urbanization construction and lay out industrial development and ecological security projects in accordance with the main functional orientation. Eleventh ecological civilization construction index system should include resource consumption, environmental damage, ecological benefits, ecological industry, ecological culture, infrastructure, improvement of people's livelihood and government responsibility, and adapt to public satisfaction and the development needs and implementation progress of ecological civilization construction. Twelfth to develop the target responsibility system for ecological civilization construction, the following contents should be highlighted:
(1) Binding indicators of economic and social development;
(2) Preventing and controlling water pollution, improving the quality of water environment and protecting water sources;
(3) Preventing and controlling air pollution and improving air quality;
(four) the prevention and control of soil pollution and the protection, construction and utilization of cultivated land, woodland, green space and wetland;
(five) to prevent and control noise pollution and improve the quality of the acoustic environment;
(6) Prevention, comprehensive utilization and disposal of solid waste pollution;
(seven) water conservancy, transportation, municipal infrastructure and disaster prevention and mitigation system construction;
(eight) major ecological restoration projects and comprehensive management of rocky desertification and soil erosion;
(nine) the proportion of renewable energy in primary energy and the index of carbon emission intensity decline;
(ten) other ecological and environmental problems strongly reflected by the public. Article 13 People's governments at or above the county level shall, in accordance with the goal of building an eco-industrial system, implement the national economic policy of saving resources and energy and protecting the environment, encourage the development of eco-industries, high-tech industries, modern eco-agriculture, modern service industries, eco-tourism and energy-saving and environmental protection industries, and promote circular economy, clean production and the upgrading of traditional industries.
The competent department of ecological civilization construction shall, jointly with relevant departments, list low-carbon, energy-saving, water-saving, land-saving, material-saving, new energy, green building, comprehensive utilization of resources, emission reduction of major pollutants, construction of ecological environment protection and safe disposal of hazardous wastes as key investment areas, and implement or supervise the implementation of preferential support measures such as financial support, site selection and land supply, government procurement and credit support in accordance with state regulations.
