Chapter I General Provisions

Article 4 The city and county people's governments shall strengthen the leadership of dog management. Article 5 The municipal public security department is the city's dog management department. Article 6 dog owners shall raise dogs according to law, civilized dog, shall not harm the legitimate rights and interests of others.

Chapter II dog registration

Article 10 of the city according to law on the implementation of mandatory rabies immunization of dogs. Without registration, shall not keep dogs over three months of age.

The city shall take measures to gradually realize the dog rabies immunization and dog registration, annual inspection in the same place.

Article 12 The individuals who keep dogs should have full capacity for civil behavior, and have a fixed place of residence in the city.

Individuals who keep dogs in urbanized areas are limited to one per household.

Individuals are prohibited from keeping potent dogs.

Article XIII of the unit for work needs to raise dogs, shall have the following conditions:

(a) there are dog cages, kennels and enclosures and other captive facilities;

(b) there are specialized personnel to guard the dogs;

(c) there is a sound safety management system for dog breeding;

(d) the location of the unit in the office building, outside of the residential district.

Article 14 The dog keeper shall apply for registration and annual inspection of dog keeping to the designated organization of the public security department of the district or county of residence or unit domicile.

Individuals who keep dogs should provide the following materials:

(a) personal identification;

(b) proof of real estate or proof of lease;

(c) proof of rabies immunization of dogs.

If the unit keeps dogs, the following materials should be provided:

(a) the unit's organizational code certificate;

(b) the unit's legal representative's identification;

(c) the dog safety management system;

(d) the identity of the specialists who look after the dogs;

(e) the unit to keep the dogs Proof of premises;

(F) proof of immunization of dogs against rabies.

Article 15 The district and county public security departments shall, within ten working days from the date of receipt of the dog registration application materials for review. Meet the conditions, granted registration, the issuance of "dog registration certificate" and dog tags; do not meet the conditions, not registered and explain the reasons.

If the validity period of dog immunization has expired and the dog owner fails to send the dog to the place designated by the competent veterinary department to receive rabies immunization, the public security department will cancel the "Certificate of Registration for Keeping Dogs".

Article 18 The "dog registration card", dog tags damaged or lost, dog owners can apply for reissue to the licensing agency.

If the electronic identification of the dog is damaged or lost, the dog owner can apply for replacement at the implantation site.

Article 19 The public security department shall establish a dog management information system and dog management electronic files, and veterinary supervisors, urban law enforcement, industrial and commercial administration, health and other departments to implement the registration, immunization and supervision of information **** enjoy, to provide the public with relevant management and service information.

The dog management electronic file records the following information:

(a) the dog owner's name, place of residence or unit name, place of domicile;

(b) the dog's immunizations, breeds, time of birth, the main physical characteristics and photographs;

(c) the dog owner's violation of the provisions of the management of the dog was subjected to the record of administrative sanctions;

(d) (D) dog breeding registration related to the issuance of licenses, changes, cancellation and retrieval of information;

(E) other information that needs to be recorded.

Article 20 The dog owner shall bear the dog rabies immunization, electronic identification, related documents and management service costs. Rabies immunization, electronic identification of the specific cost standards approved by the municipal price department, the relevant documents and management service fees for the specific cost standards approved by the municipal price department in conjunction with the municipal finance department, and announced to the community.

Chapter III Code of Conduct for Dogs

Article 23 prohibits the carrying of dogs into office buildings, schools, hospitals, stadiums, museums, libraries, cultural and entertainment venues, waiting (aircraft, ship) room, food establishments, shopping malls, hotels and other places, or take the public **** cars, trams, rail transit and other public **** transportation.

The managers of other places other than the preceding paragraph can decide whether the management of their places to allow dogs to enter. Where the entry of dogs is prohibited, there shall be obvious signs prohibiting entry.

If you take a cab with your dog, you should get the consent of the cab driver.

Blind people with guide dogs are not subject to the provisions of this article.

Article 24 If the barking of a dog affects the normal life of others, the dog owner shall take measures to stop it.

Article 25 The dog owner shall not drive or let the dog intimidate or hurt others.

If a dog injures another person, the dog owner shall immediately send the injured person to a medical institution for treatment and pay the medical expenses in advance.

Encourage dog owners to take out dog liability insurance.

Article 26 In the event that a dog in an urbanized area gives birth to a puppy, the dog breeder shall, within three months after the birth of the puppy, send more than the limited number of dogs to other individuals or units in accordance with the conditions of Article 12 and Article 13 of these Regulations to raise or send to a dog shelter.

Encourage dog breeders to implement sterilization measures for dogs. Dog breeders to keep dogs sterilized, with the dog sterilized surgical certificate, half the management service fee.

Article 27 The dog keeper to give up raising dogs or because they do not meet the conditions can not apply for dog registration, the dog shall be sent to meet the conditions of Article 12, Article 13 of these Regulations, other individuals, units to raise or send the dog shelter.

The dog keeper shall not abandon the dog.

Article 28 The dog keeper found breeding dogs infected with or suspected of being infected with rabies, shall immediately take isolation and other control measures, and to the competent department of veterinary medicine, animal health supervision agencies or animal disease prevention and control institutions to report to the animal disease prevention and control institutions in accordance with relevant state regulations.

Article 29 In the event of the death of a dog in the course of breeding, the dog breeder shall, in accordance with the relevant provisions of animal epidemic prevention, send the dog carcass to the designated place of harmless disposal.

Dogs in the animal clinic died, the animal clinic shall, in accordance with the relevant provisions of animal epidemic prevention, the dog body to the designated place of harmless disposal.

Dog owners, animal clinics shall not bury or litter the dog body.

Article 30 The residents' committee, the villagers' committee, the owners' committee can through the residents' meeting, the villagers' meeting, the owners' meeting, the residential area of the management of the dog on the formulation of the convention or statute, and organize and supervise the implementation. Dog owners shall comply with the convention or statute.

Article 31 encourages dog-related industry associations, animal protection organizations and other social groups to develop industry norms, publicity and education, and to assist the relevant management departments to carry out dog management activities.

Encourage volunteer organizations and volunteers to participate in dog management activities.

Any unit or individual has the right to criticize, discourage, report or complain about illegal dog-keeping. The relevant management department of the unit and individual reports, complaints should be dealt with in a timely manner.
