Thoughts on building Wanzhou into a tourist hub port and the core area of eco-tourism in the Three Gorges reservoir area: tourism is a strategic industry with low resource consumption, large driving coefficient, many employment opportunities and good comprehensive benefits. In recent years, with the great attention of the district committee and district government, Wanzhou tourism has made great progress. During the Eleventh Five-Year Plan period, from 2005, it received 3,245,400 domestic and foreign tourists, with a comprehensive tourism income of 490 million yuan, to 2009, it received 7.03 million domestic and foreign tourists, with a comprehensive tourism income of 1 and 9 1 billion yuan respectively, more than doubling year-on-year. In particular, the Outline of Tourism Development Plan for the Three Gorges Region of the Yangtze River, jointly compiled by six ministries and commissions, clearly puts forward that Wanzhou should be built into a "tourism hub port" and a "Three Gorges ecological and cultural core area", so that Wanzhou tourism can form a pillar industry as soon as possible. Therefore, the following suggestions and countermeasures are put forward on how to seize the opportunity, speed up the construction of Wanzhou tourism hub port and the core area of Three Gorges eco-tourism and promote the development of Wanzhou tourism. 1. Wanzhou has a good location advantage in cultivating tourism into a pillar industry. Wanzhou is located in the golden tourist belt in the hinterland of the Three Gorges reservoir area. It is the bridgehead of Central China to the west, and it is close to the high-density area of tourism resources in the transition zone from the second level to the third level of Chinese topography. With the impoundment and navigation of the Three Gorges Project and the formation of Wanzhou three-dimensional transportation network, Wanzhou's position in the regional tourism pattern has changed significantly, and it will soon become an important distribution center for domestic and foreign tourism and a tourist center city in the hinterland of the Three Gorges reservoir area. Its main advantages are: (1) Wanzhou is a new starting point of Three Gorges tourism. In the traditional Three Gorges tourism, Chongqing and Yichang are the starting point and distribution cities. Because the essence of the Three Gorges tourist area is concentrated in Yichang to Kuijiao and Wujiao, in recent years, with the impoundment of the Three Gorges, the navigation capacity has been greatly improved. After the formation of Wanzhou's land, sea and air three-dimensional traffic network, a considerable number of tourists choose to go downstream from Wanzhou along the Yangtze River, and the upstream Three Gorges transits to Wanzhou. Wanzhou has become the third central distribution city in the Three Gorges tourist area. Especially in recent years, the number of self-help tourists has increased, adding vitality to Wanzhou tourism. (2) Wanzhou is the west gate of Chongqing, Hunan and Hubei tourism circle. The tourism circle of Chongqing, Hunan and Hubei refers to the tourist area consisting of the Three Gorges of the Yangtze River, Shenlongjia, Wudang Mountain and Zhangjiajie. The tourism resources in this area have excellent grade and high concentration, which is unique in China. With the opening of Wan Yi Railway, Wanzhou will become a three-dimensional transportation hub in the western part of the circle and the most convenient passage in the western part of China, especially the Chengdu-Chongqing first-line access circle. (3) Wanzhou is the intersection of the east and west lines of the three countries' tourism. The tourism of the Three Kingdoms has a good market base in Japan, South Korea, Southeast and West areas within the cultural radiation range of China, and the number of tourists is relatively large. Its eastern and western lines are one of the fist products of Hubei and Sichuan respectively. Chengdu-Wanzhou, Wanzhou-Yichang-Shanghai will form the essence line of the Three Gorges in Wan Yi, connecting the western tourist routes of the three countries, and forming an integrated tourism product of the three countries. Wanzhou is the city with the most immigrant characteristics in the Three Gorges reservoir area. The construction of the Three Gorges Project has attracted worldwide attention. The relocation and resettlement of 654.38+200,000 immigrants and the development of the reservoir area will attract worldwide attention. Therefore, Wanzhou is the city with the most immigrant characteristics in the Three Gorges reservoir area, and the amount of immigrants is one-fifth of that in the whole Three Gorges reservoir area and one-fourth of that in Chongqing. Immigration will be a new highlight of Wanzhou tourism in the future. With the recent construction of the Three Gorges Immigrant Memorial Hall and the completion of North and South binjiang road, the construction of key tourism projects such as Sifangjing Ancient Dwellings, Qinglong Waterfall Group 5A tourist attractions, Jinxiu Three Gorges and Tianzi City will highlight the characteristics of immigrants and the highlights of tourism exhibitions. It can be predicted that Wanzhou will make use of the superior resources of the Three Gorges Golden Waterway and the humanistic tourism resources with immigrant characteristics, and the spring of tourism is coming soon. Two. Countermeasures to Build Wanzhou into a Tourism Hub Port and Ecological Core Area in the Three Gorges Reservoir Area Recently, the State Council formulated the Opinions on Accelerating Tourism Development (Guo Fa [2009] No.41), which put forward specific requirements for accelerating tourism development from the aspects of overall requirements, main tasks and safeguard measures, and made it clear that the Three Gorges of the Yangtze River is the focus of national tourism and promoted the coordinated development of regional tourism. Six ministries and commissions jointly worked out the outline of the regional tourism development plan of the Three Gorges of the Yangtze River. Tan Qiwei, vice mayor of Chongqing, encouraged Wanzhou to build an important tourist destination of the Three Gorges, actively supported and accelerated the construction of the Three Gorges Immigrants Memorial Hall, and created the Qinglong Waterfall Tourist Area, a national five-level tourist attraction, Mianxiu Three Gorges and other top ten rural tourism projects in Chongqing. Therefore, it is suggested that the district party committee and the district government attach great importance to the tourism work in our region, make full use of various favorable conditions, adjust the tourism planning, seize the opportunity, truly regard tourism as a pillar industry, and build Wanzhou into a "tourism hub port in the Three Gorges reservoir area" and a "core area of ecological and cultural tourism in the Three Gorges" as soon as possible. The district committee and government should attach great importance to tourism, further improve their understanding of this sunrise industry, truly treat tourism as an industry, and change the embarrassing situation that there was no distinct tourism theme in the past, living in a prime location in the Three Gorges reservoir area, sighing when the cruise ship didn't land, and most tourists were transit tourists. Under the new historical conditions, great changes have taken place in the golden tourism of the Three Gorges, and the tourism propaganda work in Wanzhou is particularly urgent and important. Therefore, the publicity should focus on the two themes of "New Three Gorges New Starting Point" and "The World's Largest Immigrant City". One is to host a large-scale outreach meeting. Invite tourism administrative departments of relevant regions to lead delegations, travel agencies, airlines, railway bureaus and well-known overseas tour operators to attend the meeting, promote the Wanzhou-Three Gorges and transit area tour route, and promote the "Wanyi" route, so as to strive for tour operators and airlines to include this route in the tourism product promotion plan. The second is to strengthen news media propaganda. Tourism columnists and journalists from mainstream news media are invited to travel from Wanzhou to the Three Gorges and surrounding areas to publicize the new look of Wanzhou and the great changes brought about by immigration. Strive for continuous coverage by mainstream media and recommend Wanzhou tourism. Third, carefully design and produce Wanzhou tourism image logo, tourism album, VCD CD publicity materials, and make use of various opportunities of external contact to widely publicize. The fourth is to establish Wanzhou Tourism Information Network. Establish Wanzhou tourism web pages in the Window of the Three Gorges, Chongqing Tourism Network or other important websites, release information, promote routes and promote tourism e-commerce. At present, there are nearly 20 travel agencies in Wanzhou, and the newly added ability of soliciting, organizing and outreach determines the formation time and scale of Wanzhou as a tourist center city to a certain extent. Doing a good job in travel agencies, especially improving their outreach ability, is the focus of tourism work in our region. First, Chongqing Three Gorges International Travel Service, the only international travel agency with the strongest comprehensive strength in Wanzhou at present, is a key enterprise at the district level and as important as an industrial enterprise. The second is to guide nearly 20 existing travel agencies to focus on Wanzhou transit routes and start to enter and leave the Three Gorges elite routes from Wanzhou on the basis of maintaining the traditional business of taking tours to Wanzhou and organizing local residents' tourism. The third is to speed up the cultivation and introduction of high-quality talents and enterprises with core competitiveness, speed up the training of a number of senior tourism talents, marketing talents and business leaders, speed up the restructuring and reform of related tourism, and focus on cultivating leading enterprises in Wanzhou tourism industry. At the same time, vigorously introduce tourism professionals and well-known enterprises, create an efficient employment mechanism and development space, and achieve the purpose of introducing advanced management models and business concepts. Fourth, the Wanzhou transit tour will be cultivated into an overnight tour. With the formation of three-dimensional traffic in Wanzhou, especially the opening of Wan Yi Railway this year, the flow of people and logistics in Wanzhou will increase. How to retain Wanzhou tourists is a new topic before us. What do you think of tourists? What to swim for? Where do you live? What to eat? We should seriously study, tap the tourism potential and promote the development of Wanzhou tourism market. (3) Increase investment and improve the construction of tourism infrastructure. To cultivate tourism into a pillar industry in our region, we must increase financial input. Otherwise, without investment, pillar industries will be difficult to form. According to relevant data, tourism will increase by 1 yuan, and related industries will increase 4.3 yuan. For every 1 employee in the tourism industry, the society will increase five employment opportunities. Therefore, it is suggested that on the basis of the Decision on Accelerating the Development of Tourism, the district committee and government should clarify the management mechanism for cultivating tourism pillar industries, increase financial input, and allocate one-tenth of the Three Gorges Industrial Development Fund every year to cultivate and develop tourism and make it a pillar industry. In order to achieve this goal, we must vigorously speed up the construction of tourism infrastructure. The key points are as follows: First, speed up the construction of major tourism projects such as the Three Gorges Immigrants Memorial Hall, Qinglong Waterfall Group, "Splendid Three Gorges", Chongqing's top ten rural tourism projects, and "Three Gorges Salt Lake in the Sea of Death". Second, we will speed up the construction of Sifangjing ancient dwellings, Lu Bin in the north and south of the city, the Yangtze River Bridge, the Second Yangtze River Bridge Park and the Garden, and constantly introduce new attractions. Start the construction of a five-star hotel. Third, relying on Xie Feng, Shell Mountain, Wang Erbao, Wulongchi, Tanzhe Gorge and other municipal scenic spots to develop eco-tourism and forest tourism. Under the condition of proper protection of natural ecology, native environment and historical and cultural relics, ethnic villages and ancient villages should be rationally utilized, tourist villages with distinctive landscape characteristics should be built, and tourism products of "farmhouse music" leisure farms should be standardized and developed. Fifth, make rational use of the surrounding resources. Cooperate with surrounding counties to open up fast traffic routes to relevant scenic spots, so that Shi Baozhai, Zhangfei Temple, Shuangguitang, Huangshuiyuan and Tenglongdong can enjoy a half-day tour or a one-day tour in Wanzhou. Sixth, speed up the improvement of urban tourism facilities. Focus on the construction of tourist roads, scenic parking lots, tourist service centers, tourism safety and resources and environmental protection facilities. Implement the renovation and expansion project of tourist toilets, strengthen the construction of tourist roads connecting major scenic spots with traffic trunk lines, improve tourist signs, and strengthen the construction of urban tourist distribution centers. Seventh, improve the level of tourism services. Guided by tourists' satisfaction, comprehensively implement the outline of improving the quality of tourism services, and improve the service awareness and service level of employees. By means of standardization, we will improve the tourism standard system, formulate and implement standards for tourism environmental sanitation, tourism safety, energy conservation and environmental protection, and focus on ensuring the sanitary quality of catering, accommodation and toilets. Take informatization as the main way to improve the efficiency of tourism services. Eighth, efforts should be made to create conditions, cultivate overnight trips, develop tourism commodities, develop yacht economy and stimulate tourism consumption. (4) Accelerate the development and build the tourist center in the reservoir area as soon as possible. The State Council Document No.3 and Document No.41regard the Three Gorges of the Yangtze River as the national golden tourist belt, and the six national ministries and commissions regard Wanzhou as the "tourist hub port" and the "ecological and cultural core area of the Three Gorges" as the clear positioning. In addition, the planning of the follow-up work of the Three Gorges also regards the tourism in the reservoir area as an industrial development. Therefore, we must attach great importance to it, seize the opportunity, speed up the development of tourism and build Wanzhou into the Three Gorges reservoir area as soon as possible. First, the district committee and government must regard tourism as a pillar industry and really put tourism as a "sunrise industry" and a "smokeless industry" on the important agenda. All departments should cooperate with each other to cultivate and develop tourism, and strengthen cooperation in publicity, planning, finance, transportation, urban construction, land, finance, industry and commerce, public security, environmental protection, education, immigration, health, ethnic minorities and overseas Chinese. Qi Xin makes concerted efforts to create a good environment for the extraordinary development of tourism in Wanzhou. The second is to formulate and improve preferential policies. Increase financial support. For tourism projects that meet the requirements of tourism market access, credit principles and tourism enterprises, increase various forms of financing credit support, reasonably determine the loan term and loan interest rate, and eligible tourism enterprises can enjoy preferential policies for SME loans. Financial institutions should actively give credit support to tourism enterprises with resource advantages and market potential but temporary operational difficulties. Actively promote financial institutions and tourism enterprises to carry out various forms of business cooperation, explore and develop financial products suitable for tourism consumption needs, and enhance the tourism service function of bank cards. The third is to improve supporting policies and measures. The price policy of water, electricity and gas is the same as that of general industrial enterprises, and travel agencies are allowed to participate in government procurement and service outsourcing. Various expenses paid by travel agencies according to their operating income shall be deducted from the tax base.
