I. Categories of direct selling products

Cosmetics, cleaning products, health food, health equipment, small kitchen utensils, household appliances and other six categories of products.

(1) Cosmetics

Definition and classification. Cosmetics refer to daily chemical industrial products applied to any part of the human body (skin, hair, nails, lips, etc.). ) by rubbing, spraying or other similar methods to achieve the purpose of cleaning, eliminating odor, skin care, beauty and modification.

Cosmetics are divided into two categories according to their uses: special-purpose cosmetics (cosmetics for hair growth, hair dyeing, perm, hair removal, breast enhancement, bodybuilding, deodorization, freckle removal and sun protection) and non-special-purpose cosmetics. Cosmetics are divided into general liquid units (hair care cleaning, skin care water, dyeing, gel dyeing), cream emulsion units (skin care cleaning, hair care, dyeing), powder units (loose powder, block powder, hair dyeing, bath salt), aerosol and organic solvent units (aerosol, gel) according to the production process and finished product state.

Qualification requirements. Special-purpose cosmetics and imported non-special-purpose cosmetics shall obtain the Approval of Administrative License for Domestic Special-purpose Cosmetics, the Approval of Administrative License for Imported Special-purpose Cosmetics and the Filing Certificate for Imported Non-special-purpose Cosmetics issued by China Food and Drug Administration, and domestic non-special-purpose cosmetics shall be declared and filed online in accordance with the regulations.

(2) Cleaning supplies

Definition and classification. Cleaning products include personal hygiene products and household cleaning products. Personal hygiene products include sanitary napkins, sanitary pads, etc. 15 [5], and household cleaning products include detergents, washing utensils, disinfectants and disinfection instruments. Among them, disinfectants and disinfection equipment only refer to disinfectants and disinfection equipment used by individuals and families.

Qualification requirements. Cleaning products should meet the requirements of mandatory standards. Disinfectants and disinfection instruments produced by using new materials, new technologies and anti-virus principles shall obtain hygiene licenses issued by the State Health and Family Planning Commission. Other disinfectants, disinfection instruments and disinfectants in sanitary products shall be evaluated in accordance with the relevant provisions, and the health and safety license report shall be filed with the provincial health administrative department when the products are listed.

(3) Health food

Definition and classification. Health food refers to foods that claim to have specific health care functions or are aimed at supplementing vitamins and minerals, that is, foods that are suitable for specific people, have the function of regulating the body, are not aimed at treating diseases, and do not cause any acute, subacute or chronic harm to the human body. Including domestic health food (health food produced and sold in China) and imported health food (health food produced outside China and sold in China).

Qualification requirements. Domestic health food shall obtain the registration certificate of domestic health food or the filing certificate of domestic health food issued by the food and drug supervision department. The imported health food shall obtain the Registration Certificate of Imported Health Food or the Record Certificate of Imported Health Food issued by the food and drug supervision and administration department.

(4) Medical and health care equipment

Definition and classification. Health care equipment refers to products that are suitable for specific people, have specific health care functions such as regulating the body and preventing diseases, do not aim at treating diseases, and do not cause any acute, subacute or chronic harm to the human body.

Qualification requirements. Health care devices shall conform to the national standards, industry standards and group standards related to health care products, or obtain certification certificates from scientific research institutions at or above the provincial level and people's governments at or above the prefecture level to confirm that the products have health care functions.

(5) Small kitchen utensils

Definition and classification. Small kitchen utensils refer to kitchen utensils used in residential buildings or similar occasions, including: storage utensils (utensils and appliances for storing food), conditioning utensils (tools and appliances for preparing food), cooking utensils (cooking utensils and related tools and appliances used in cooking), tableware and other kitchen utensils (water supply equipment, drainage equipment, garbage disposal equipment, etc.). ).

Qualification requirements. If it belongs to the catalogue of products managed by the production license system, the production enterprise shall obtain the production license for industrial products issued by the quality and technical supervision department. For products (such as water purifiers) involving the hygiene and safety of drinking water, the production and business operation enterprises shall obtain the hygiene license for drinking water hygiene and safety products issued by the administrative department of health.

(6) Household appliances

Definition and classification. Household appliances refer to electrical appliances used by consumers in houses or similar occasions. The rated voltage of single-phase electrical appliances shall not exceed 250V, and the rated voltage of other electrical appliances shall not exceed 480V V, including refrigeration appliances, air conditioning, ventilation appliances, kitchen appliances, cleaning appliances, beauty and health care appliances, electric heating appliances and similar products, audio-visual equipment and accessories of the above appliances. Electrical appliances with cleaning, beauty and health care functions are classified as household appliances, not cleaning products, cosmetics and health care devices.

Qualification requirements. According to the Regulations on the Administration of Compulsory Product Certification (AnnouncementNo. 1 17 of the General Administration of Quality Supervision, Inspection and Quarantine), products listed in the Catalogue of Compulsory Product Certification shall be certified by certification bodies.

Second, produce direct selling products.

(1) Type of production enterprise.

Direct selling products shall comply with the provisions of the Regulations on Direct Selling Management and be produced by direct selling enterprises or their parent companies or holding companies. In addition, direct selling enterprises are not allowed to sell products that are commissioned for processing. The capital contribution or shares held by the parent company to the direct selling enterprise or the direct selling enterprise to the holding company account for more than 50% (excluding 50%) of the total capital or share capital of the latter.

(two) the qualification requirements of the production enterprise.

Cosmetics. A production enterprise shall obtain a cosmetic production license (for a cosmetic production enterprise that has obtained a national industrial product production license issued by the AQSIQ and a sanitary license for a cosmetic production enterprise issued by the provincial food and drug supervision and administration department, the validity period of the license will be automatically extended, and the deadline is 20 16 12 3 1).

Cleaning supplies. If it belongs to the catalogue of products managed by the production license system, the production enterprise shall obtain the production license for industrial products issued by the quality and technical supervision department. Belonging to disinfection products, the production enterprise shall obtain the "Hygiene License for Production Enterprises in disinfection products" issued by the administrative department of health.

Health food. The production enterprise shall obtain the food production license issued by the food and drug supervision department (the specific information of health food is listed in the list of production license items and varieties).

Health care equipment. Production enterprises shall meet the requirements of administrative licensing, compulsory certification and compulsory standards stipulated by relevant laws and regulations.

Small kitchen utensils, household appliances. If it belongs to the catalogue of products managed by the production license system, the production enterprise shall obtain the production license for industrial products issued by the quality and technical supervision department.
