III. Working Organization

In order to strengthen the organization and leadership of this work, a leading group for the construction of safe tourism in the city was established, with the Municipal Tourism Bureau as the head unit and the Municipal Comprehensive Management Office, the Safety Supervision Bureau, the Public Security Bureau, the Food and Drug Administration and the fire brigade as the member units. The office is located in the Municipal Tourism Bureau, and the leaders in charge of the Municipal Tourism Bureau are the office directors.

IV. Division of responsibilities

(1) The Municipal Tourism Bureau

1. Take the lead in formulating the criteria for the establishment of Ping 'an Scenic Area and Ping 'an Hotel, and mobilize all tourist attractions and hotels to actively apply for the creation of Ping 'an Scenic Area and Ping 'an Hotel;

2. Be responsible for the publicity, education and training of safety production knowledge of employees in scenic spots and hotels, and guide and supervise the safety production work in scenic spots and hotels;

3. Cooperate with public security, safety supervision and other departments to carry out safety inspection of tourist attractions and hotels, and investigate and rectify all kinds of safety hazards in tourist attractions and hotels;

4. Responsible for accepting and handling tourists' complaints about the safety of tourist attractions and hotels;

5. Establish an emergency rescue system for tourism safety production accidents, formulate a city-wide emergency rescue plan for tourism, take the lead in organizing emergency drills for tourist attractions and tourist hotels, participate in accident investigations in tourist attractions and tourist hotels, and do a good job in dealing with the aftermath.

(II) The Municipal Comprehensive Management Office

1. Participate in the formulation of standards for the establishment of safe scenic spots and safe hotels, take the lead in setting up assessment teams, and conduct assessment and acceptance of the establishment of safe scenic spots and safe hotels in counties (districts);

2. urge all responsible units to strengthen the daily supervision of tourist attractions and hotels according to the standards for the establishment of safe scenic spots and hotels;

3. incorporate the creation of safe scenic spots and safe hotels into the annual assessment of safe construction targets of all localities and relevant departments.

(3) Municipal Public Security Bureau

1. Participate in the research, formulation, assessment and acceptance of the standards for the establishment of safe scenic spots and safe hotels;

2. according to the standards for establishing safe scenic spots and safe hotels, strengthen the daily supervision of tourist attractions and hotels, and regularly supervise and inspect the implementation of the main responsibilities of public security management of tourist attractions and hotels;

3. Educate and train security personnel in tourist attractions and hotels; Regularly carry out public security propaganda in tourist attractions and hotels, and take the lead in handling public security and criminal cases in tourist attractions and hotels;

4. Participate in emergency drills and safety accident investigations in tourist attractions and hotels.

(4) Municipal Safety Supervision Bureau

1. Participate in the research, formulation, assessment and acceptance of the standards for the establishment of safe scenic spots and safe hotels;

2. Guide and urge relevant units to do a good job in the investigation and management of potential safety hazards in tourist attractions and hotels according to their respective responsibilities;

3. Participate in the investigation and handling of production safety accidents in tourist attractions and hotels.

(5) Municipal Food and Drug Administration

1. Participate in the research, formulation, assessment and acceptance of the standards for the establishment of safe scenic spots and safe hotels;

2. supervise and manage the catering safety of tourist attractions and tourist hotels according to law, strengthen the catering safety inspection of catering vendors in hotels, restaurants and diversion points in tourist attractions, and investigate and deal with unlicensed business practices;

3. Be responsible for food safety training for catering staff in tourist attractions and hotels;

4. Take the lead in the investigation and handling of food safety accidents in tourist attractions and hotels.

(6) Municipal Public Security Fire Brigade

1. Participate in the research, formulation, assessment and acceptance of the standards for the establishment of safe scenic spots and safe hotels;

2. Supervise and manage the fire safety of tourist attractions and hotels that have obtained the fire administrative license and meet the standards defined by provincial key fire safety units according to law, and strengthen the guidance of fire safety work;

3. Train the managers in charge of fire control in tourist attractions and hotels that are under fire control supervision and management, and ensure that the full-time staff in charge of fire control in tourist attractions and hotels hold certificates.

V. Work contents

(1) Creation of Ping 'an Scenic Area

1. Object of creation

National A-level tourist attractions, national industrial and agricultural tourism demonstration sites and provincial star-rated rural tourist areas (spots) in the whole city.

3. Requirements for meeting the standards

The score of the scoring table for the creation of "Safe Scenic Area" in 2114 is not less than 85 points.

(2) Ping An Hotel is established

1. The target of creation is

tourist star hotels, tourist star farmhouses, tourist star restaurants, economic hotels and social hotels participating in peer cooperation in the whole city.

The score of the "Ping An Hotel" in 2114 was not less than 85.

VI. Work Steps

The creation of "Ping An Scenic Area" and "Ping An Hotel" is carried out in accordance with the four procedures of "creation, declaration, assessment and evaluation", and * * * is divided into the following three steps:

(1) Creation stage (from late August to mid-September, 2114)

All participating units compare the creation standards and standards. Take the form of column, blackboard newspaper, slogan, window, meeting, etc., vigorously publicize the significance of the creation activities, and ensure that the participation rate and awareness rate of employees' safe creation reach 111%.

(2) declaration stage (from late September to the end of October, 2114)

The participating units of counties (districts) conduct self-assessment against the creation standards, and can apply for assessment to the local county (district) tourism bureau when reaching the creation standards. The county (district) comprehensive management office will organize public security, tourism, safety supervision, food and drug supervision, fire protection and other departments to conduct preliminary examination, and report to the city after passing the preliminary examination. The municipal participating units directly apply to the Municipal Tourism Bureau for preliminary examination.

(3) Assessment stage (from October 2114 to the end of February 2114)

The Municipal Comprehensive Management Office and relevant responsible units form an assessment team to assess and accept the units that have passed the preliminary examination in counties (districts), and to assess and accept the municipal participating units; Those who meet the establishment standards will be awarded the titles of "2114 Safe Scenic Area" and "2114 Safe Hotel".

"Ping An Scenic Area" and "Ping An Hotel" are valid for 2 years. Upon the expiration of the validity period (from February 31th of the participating year to February 31th of this year two years later), the municipal comprehensive management office will take the lead in organizing the evaluation team to review the units that have won the honorary title of "Safe Scenic Area" and "Safe Hotel" for two years, and review the unqualified cancellation title and announce it to the public. The review of "Ping An Scenic Area" and "Ping An Hotel" is carried out in accordance with the procedures of enterprise self-inspection, county (district) review and municipal spot check, and the time arrangement and creation work are synchronized.

VII. Relevant requirements

(1) Raise awareness and actively participate. Carrying out the construction of safe tourism is an important part of the comprehensive management of social security in the city's tourism system this year. All units should fully understand the importance of the construction of safe tourism, include the creation of safe scenic spots and safe hotels in their annual work plans, actively participate in it, and achieve results.

(2) clarify responsibilities and strengthen implementation. In order to ensure the efficient, orderly and coordinated development of safe tourism construction, the Municipal Tourism Bureau took the lead in setting up a leading group for safe tourism construction, which was responsible for the organization and coordination of the whole creation activity. The tourism departments of counties (districts) should also take the lead in setting up corresponding working institutions, establish and improve various systems conducive to promoting this work, and urge and guide local tourist attractions and hotels to actively participate in the construction of safe tourism. All participating units should be widely mobilized and fully involved, and the creation activities should be integrated into daily operation and management, and they should be deployed, inspected, assessed, rewarded and punished with business work.

(3) Strengthen publicity and create an atmosphere. All responsible units and tourism enterprises and institutions should vigorously publicize the significance of carrying out this activity, publicize the knowledge of safe creation through news media and poster columns, display the achievements of safe tourism construction in their own regions and units, vigorously create a good atmosphere for safe tourism construction, promote the in-depth development of safe scenic spots and safe hotels, and ensure the completion of the annual creation task.
