In order to ensure the safe use of post-disaster reconstruction funds by governments at all levels in our city and the aid funds from all walks of life, and ensure the quality of post-disaster reconstruction projects, strict supervision and management, According to the spirit of Sichuan Provincial People's Government's Notice on the Bidding Work of National Investment Projects for Post-disaster Reconstruction (Z.F.F. [2118] No.21) and other documents, we hereby notify you of further strengthening the bidding supervision of post-disaster reconstruction projects in our city as follows.

1. Raise awareness and strictly implement the relevant provisions on bidding for construction projects

2. Implementing responsibilities and further strengthening supervision

Activities such as bid opening, bid evaluation and negotiation must be carried out under the supervision of relevant supervision departments. The project owner can sign the contract only after the winning bidder provides the original qualification certificate of the above-mentioned personnel promised in the bidding documents, and can return it only after the main project of the contract is completed. Second, subcontracting and illegal subcontracting are strictly prohibited. Without the approval of the administrative department, the project owner shall not agree that the winning bidder changes the project manager, project director and main technical person in charge. If the winning bidder's project manager, project director and main technical director stationed at the construction site are inconsistent with the commitments in the bidding documents, it shall be regarded as subcontracting. The third is to standardize the design change work. Strictly implement the relevant provisions of design change management, and fulfill the approval procedures. Major design changes that break through the scope of the original project feasibility study must be reported to the original project examination and approval department for examination and approval. The fourth is to strictly increase the management of engineering quantity. The increase of engineering quantity must be handled by the procedure of declaration by the construction unit, signature by the supervisor, approval by the owner, and evaluation by the budget approval department in conjunction with the administrative department. The increased quantities and price shall be publicized in the construction project trading place where the project is implemented. Fifth, the quality management of post-disaster reconstruction projects should strictly implement the relevant state regulations and implement the lifelong responsibility system for project quality. Third, strict discipline, severely investigate and deal with violations
