Chapter I General Provisions Article 1 These Provisions are formulated to promote the development of national economy and social informatization in our city, accelerate the pace of informatization construction and strengthen the planning and management of informatization construction. Article 2 The term "informatization construction" as mentioned in these Provisions refers to the construction of various information networks, information systems and information projects, the development and utilization of information resources and the development of information industry by the government, enterprises and various fields of society in order to improve work efficiency, production level and information acquisition ability. Article 3 The guiding principle for speeding up the informatization construction in our city is to implement informatization construction with high standards, high starting point and appropriate advance in accordance with the principles of government guidance, market operation, overall planning, joint construction and sharing, interconnection and resource sharing. Article 4 The Office of the Municipal Leading Group for Informatization Work (hereinafter referred to as the Municipal Information Office) shall be established as the coordinating body for the informatization construction of the whole city. The Municipal Bureau of Information Industry is the administrative department in charge of information construction in this Municipality, which plans, manages, coordinates and supervises the information resources development, information infrastructure construction, information industry development, information engineering management, information application training, information security, and information work that promotes the wide application of information technology in all walks of life in the national economy and society. Fifth municipal government departments, districts and economic functional zones shall, according to the actual situation, establish and improve the organization to promote the informatization work, and do a good job in the informatization construction of their own departments and districts within the scope of their respective duties.

The municipal government departments, districts and economic functional zones shall determine a principal responsible person as the responsible person of the information construction of the unit, and determine a technical person as the liaison person of the information construction of the unit, and do a good job in the information work within the scope of their respective duties.

As the technical management and service department of the city's government informatization construction, the city information center is technically responsible for the construction and management of public resources of the city's government departments, formulates relevant technical standards and norms, and supervises the informatization construction projects. Chapter II Information Construction Planning Article 6 The municipal information construction planning shall be formulated by the municipal information industry bureau and organized by relevant departments, and implemented after being approved by the municipal government.

The compilation of this Municipality's informatization construction plan shall conform to the requirements of the state and Guangdong Province's informatization construction plan and this Municipality's national economic and social development plan.

The preparation of the city's information construction plan shall solicit the opinions of all relevant departments and all sectors of society, and organize experts to demonstrate. Seventh city information construction planning after the entry into force, no unit or individual shall be allowed to modify or change; If it is really necessary to make corresponding adjustments, it shall be submitted for approval in accordance with the procedures stipulated in these Provisions. Eighth municipal government departments, districts and economic functional areas shall, in accordance with the overall requirements of the municipal information construction planning, formulate special plans and regional information planning, and report them to the Municipal Information Office for approval before implementation. Article 9 The Municipal Bureau of Information Industry is responsible for inspecting the implementation of information construction planning of government departments, districts and economic functional zones. Tenth City Information Industry Bureau regularly or irregularly announced the implementation of the city's information construction plan, accept the supervision of all sectors of society. Chapter III Information Industry Article 11 The information industry mentioned in these Provisions includes electronic information product manufacturing, software industry, communication industry and related information service industry. Article 12 The Municipal Information Industry Bureau shall, jointly with the Municipal Economic and Trade Bureau and other relevant departments, prepare the development plan of Zhuhai's information industry to guide the development of the information industry. Thirteenth enterprises engaged in electronic information products manufacturing and software development and production should strictly implement the mandatory standards stipulated by the state, industry and local governments; If there is no mandatory standard, encourage the adoption of international advanced standards. Article 14 On the premise of observing the relevant rules of the World Trade Organization and the laws and regulations of China, the municipal government has formulated specific preferential policies and measures for the manufacture of electronic information products, the development and promotion of software, and the development and utilization of information resources, and encouraged the development and production of information technology and information products with advanced levels at home and abroad. Fifteenth Municipal Information Office shall, jointly with relevant departments, standardize the management of information service industry, ensure fair competition, and safeguard the interests of the state and users. Chapter IV Information Engineering Article 16 Information engineering as mentioned in these Provisions refers to information network, information application system construction, information resource development and other projects with computer technology and communication technology as the main means. Seventeenth government-invested information engineering projects, the project feasibility study report and construction plan should be submitted to the Municipal Information Industry Bureau for approval by the Municipal Information Office; Non-government investment in information engineering projects, the construction unit shall report the relevant feasibility study report, design, construction and quality supervision plan to the Municipal Information Office for the record. Article 18 The Municipal Information Industry Bureau and the Municipal Development Planning Bureau shall, according to the requirements of the national information construction planning and the overall planning of the municipal information construction, review the information engineering projects invested by the government, introduce the market competition mechanism, rationally allocate resources, and avoid redundant construction and industry monopoly. Nineteenth information engineering design, construction units should have the corresponding qualifications and implement the mandatory standards stipulated by the state, industry and local, to ensure that the information network and application system can be interconnected; If there is no mandatory standard, encourage the adoption of international advanced standards. Twentieth Municipal Information Industry Bureau and other relevant industry departments shall supervise the quality of information engineering, establish and improve the bidding system, supervision system and completion acceptance system of information engineering.

Information engineering projects invested by the government are specifically supervised by the Municipal Information Center.
