The ability of monitoring air pollutants at the grass-roots level is very weak. At present, only the emissions of sulfur dioxide, nitrogen oxides and soot from large industrial enterprises are mastered, and there are almost no emissions data of fine particles and volatile organic compounds.
It is greatly affected by the constraints of clean energy. The successful experience of air quality assurance in Beijing Olympic Games shows that the use of clean energy is the first choice for air pollution prevention and control, but there is an obvious resource bottleneck in Zhejiang Province, and the consumption of clean coal in the province only accounts for 4.6% of the total coal.
Late treatment is difficult and expensive. The emission laws and pollution factors of various pollution sources are different, so it is difficult and costly to adopt targeted methods. The laws, regulations and standard system of air pollution prevention and control are still not perfect. The Law on the Prevention and Control of Air Pollution rarely involves the prevention and control of compound air pollution, and the intensity needs to be increased.
