the first one? In order to strengthen the management of engineering dregs, standardize the treatment behavior of engineering dregs, strengthen the comprehensive utilization of resources, and maintain the city appearance and environmental sanitation, these provisions are formulated in accordance with the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes, the Regulations on the Management of Urban Construction Wastes and the Regulations on the Management of City Appearance and Environmental Sanitation in Jiangsu Province, and in combination with the actual situation.

article 2? These Provisions shall apply to the production, transportation and disposal of engineering muck in this Municipality.

The engineering muck mentioned in these Provisions refers to the engineering waste soil involved in all kinds of new construction, reconstruction and expansion of housing construction, water conservancy and water supply, road traffic and other engineering activities within the scope of this Municipality.

article 3? The treatment of engineering muck follows the following principles:

(1) No foreign muck is allowed. Engineering muck generated outside this city shall not enter this city for disposal.

(2) deal with the approval system. The generation, transportation and disposal of engineering muck shall be approved before treatment, and shall not be treated without approval.

(3) give priority to the nearest solution. The management of engineering muck shall be based on source reduction, harmless treatment and resource utilization, giving priority to local settlement and reducing cross-regional town treatment.

(4) Market regulation is the main factor. The treatment of engineering muck is mainly based on market regulation, and it is difficult to balance itself. The district and town governments (administrative committees) where the project is located will coordinate the treatment.

article 4? City Urban Management Bureau is the competent department in charge of the industry of engineering muck, responsible for the supervision and management of the production, transportation and disposal of engineering muck, and organize the implementation of these management regulations.

the municipal public security bureau, the resources planning bureau, the housing and construction bureau, the transportation bureau, the water affairs bureau, the agriculture and rural bureau, the kunshan ecological and environmental bureau and other units shall, according to their respective responsibilities, coordinate in the management of engineering muck.

(1) The Municipal Public Security Bureau is responsible for examining and issuing passes for engineering transport vehicles, and investigating and handling road traffic violations of engineering muck transport vehicles.

(2) The Municipal Bureau of Resources Planning, the Water Affairs Bureau, and the Agriculture and Rural Affairs Bureau shall cooperate with the district and town governments (administrative committees) to do a good job in the site selection review and confirmation of the waste residue disposal sites.

(3) The Municipal Housing and Construction Bureau is responsible for the pre-verification of the muck treatment of the project supervised by this department, mainly verifying the information such as the production of the muck, the external traffic volume and the construction period, and urging the project participants to transport and dispose of the muck in strict accordance with the relevant requirements.

(4) The Municipal Transportation Bureau is responsible for the pre-verification of the muck treatment of the project supervised by this department, mainly verifying the information such as the production of the muck, the external traffic volume and the construction period, and urging the project participants to transport and dispose of the muck in strict accordance with the relevant requirements; Responsible for the investigation and punishment of violations of laws and regulations of the transportation industry by transportation enterprises, transportation vehicles and vessels, transportation employees, etc., and cooperate with the public security traffic police department to do a good job in the investigation and punishment of illegal acts of overloading.

(5) The Municipal Water Affairs Bureau is responsible for the pre-verification of the muck treatment of the supervision project by its own department, mainly verifying the information such as the production and external transportation volume of the muck, the construction period, etc., and urging the project participants to transport and dispose of the muck in strict accordance with the relevant requirements.

(6) Kunshan Ecological Environment Bureau is responsible for the supervision and management of the prevention and control of environmental pollution caused by engineering dregs, and cooperates with relevant departments to investigate and deal with the illegal dumping of engineering dregs into drinking water sources according to law.

article 5? Units dealing with engineering muck shall establish corresponding ledgers to record and summarize relevant information such as the generation, transportation and disposal of engineering muck, and report to the municipal urban management bureau and other relevant industry management departments for future reference.

the transportation of engineering muck shall be managed by the joint bill system, and the transportation vehicles and boats shall be managed by the joint bill during the transportation from the construction site to the disposal site, so as to ensure the consistency of vehicle and boat numbers, earthwork volume and other information during the transportation of muck through scientific and technological information means.

the municipal urban management bureau is responsible for establishing a comprehensive supervision service platform for engineering dregs, and relevant departments such as public security, housing construction, transportation and water affairs should, according to their respective responsibilities, incorporate relevant contents into the information system, and realize digital closed-loop supervision of the whole process of production, transportation and disposal of engineering dregs by collecting, analyzing and enjoying all kinds of data and information, so as to prevent all kinds of illegal behaviors in the transportation process of engineering dregs.
