Small micro-enterprise is a collective term for small enterprises, micro-enterprises, home-based enterprises, and self-employed businessmen, which was put forward by economist Prof. Lang Xianping.
Defined as microenterprises are business organizations with fewer than 10 employees, a high degree of unity in property rights and operating rights, a single type of product (service), a very low market share or a high market share only in a small area, and a small-scale organization.
Division of small and micro-enterprises:
Specific criteria for small and micro-enterprises are formulated based on the indicators of the enterprises' employees, business revenue, and total assets, combined with the characteristics of the industry, and the specific criteria for the division are as follows:
(a) Agriculture, forestry, animal husbandry, and fisheries.
Operating income of less than 20,000,000 yuan for small, medium and micro enterprises. Those with a business income of 500,000 yuan or more are small enterprises, and those with a business income of less than 500,000 yuan are microenterprises.
(ii) Industry.
Those with less than 1,000 employees or with operating revenues of less than 40,000,000 yuan are considered micro, small and medium-sized enterprises. Among them, those with 20 or more employees and a business income of 3 million yuan or more are small enterprises; those with less than 20 employees or a business income of less than 3 million yuan are microenterprises.
(3) Construction.
Operating income of less than 80,000,000 yuan or total assets of less than 80,000,000 yuan for small, medium and micro enterprises. Among them, operating income of 3 million yuan and above, and total assets of 3 million yuan and above for small enterprises; operating income of less than 3 million yuan or total assets of less than 3 million yuan for micro enterprises.
(iv) Wholesale industry.
Those with less than 200 employees or with a business income of less than 40,000,000 yuan are micro, small and medium-sized enterprises. Among them, those with 5 or more employees and business revenue of 10 million yuan or more are small enterprises; those with less than 5 employees or business revenue of less than 10 million yuan are micro enterprises.
(v) Retail trade.
Those with less than 300 employees or with operating revenues of less than 20,000,000 yuan are micro, small and medium-sized enterprises. Among them, those with 10 or more employees and a business revenue of 1 million yuan or more are small enterprises; those with less than 10 employees or a business revenue of less than 1 million yuan are microenterprises.
(VI) Transportation.
Those with less than 1,000 employees or with operating revenues of less than 30,000,000 yuan are considered micro, small and medium-sized enterprises. Among them, those with 20 or more employees and a business revenue of 2 million yuan or more are small enterprises; those with less than 20 employees or a business revenue of less than 2 million yuan are microenterprises.
(VII) Warehousing.
Those with less than 200 employees or operating income of less than 30,000,000 yuan are micro, small and medium-sized enterprises. Among them, 20 or more employees and operating income of 1 million yuan or more for small enterprises; 20 or fewer employees or operating income of less than 1 million yuan for microenterprises.
(H) postal industry.
Those with less than 1,000 employees or operating income of less than 30,000,000 yuan are micro, small and medium-sized enterprises. Among them, 20 or more employees and operating income of 1 million yuan or more for small enterprises; 20 or fewer employees or operating income of less than 1 million yuan for microenterprises.
(ix) Accommodation industry.
Those with less than 300 employees or with a business income of less than 10 million yuan are considered micro, small and medium-sized enterprises. Among them, those with 10 or more employees and business revenue of 1 million yuan or more are small enterprises; those with less than 10 employees or business revenue of less than 1 million yuan are micro enterprises.
(J) catering industry.
Employees less than 300 people or operating income of less than 10 million yuan for small and medium-sized microenterprises. Among them, 10 or more employees and operating income of 1 million yuan or more for small enterprises; 10 employees or less or operating income of less than 1 million yuan for micro enterprises.
(xi) Information transmission industry.
Those with less than 2,000 employees or operating income of less than 100,000,000 yuan are micro, small and medium-sized enterprises. Among them, 10 or more employees and operating income of 1 million yuan or more for small enterprises; 10 or fewer employees or operating income of less than 1 million yuan for microenterprises.
(xii) software and information technology services.
Those with less than 300 employees or business revenue of less than 10 million yuan are micro, small and medium-sized enterprises. Among them, 10 or more employees and operating income of 500,000 yuan or more for small enterprises; 10 or fewer employees or operating income of 500,000 yuan or less for micro enterprises.
(xiii) real estate development.
Operating income of less than 200,000,000 yuan or total assets of less than 10,000,000 yuan for small, medium and micro enterprises. Among them, operating income of 1 million yuan and above, and total assets of 20 million yuan and above for small enterprises; operating income of less than 1 million yuan or total assets of less than 20 million yuan for microenterprises.
(xiv) property management.
There are less than 1,000 employees or operating income of less than 50 million yuan for small and medium-sized micro-enterprises. Among them, 100 employees and above, and operating income of 5 million yuan and above for small enterprises; employees of less than 100 people or operating income of less than 5 million yuan for microenterprises.
(xv) Leasing and business services.
Those with less than 300 employees or total assets of less than 120,000,000 yuan are micro, small and medium-sized enterprises. Among them, those with 10 or more employees and total assets of 1 million yuan or more are small enterprises; those with less than 10 employees or total assets of less than 1 million yuan are micro enterprises.
(xvi) Other industries not listed.
Those with less than 300 employees are micro, small and medium-sized enterprises. Among them, those with 10 or more employees are small enterprises; those with less than 10 employees are micro-enterprises.
The above classification standards are applicable to enterprises of all types of ownership and all forms of organization established in accordance with the law within the territory of the People's Republic of China.
