China Civil Engineering Group Co., Ltd., whose full name is China Earth Group, was established with the approval of the State Council in 1979. Headquartered in Beijing, it was formerly the Foreign Aid Office of People's Republic of China (PRC) and the Ministry of Railways. It was originally a large central enterprise group directly under the State-owned Assets Supervision and Administration Commission of the State Council, and it was one of the first four foreign economic companies to enter the international market in the early days of China's reform and opening up.

Founded in August 1958, China-Turkey Fuzhou Survey and Design Institute Co., Ltd. is located in Fuzhou, Fujian Province, and is now managed by China Civil Engineering Group Co., Ltd., a central enterprise.
