The central government issued relevant policies and measures in a timely manner, increased financial, tax and credit support, and improved the business environment of small and medium-sized enterprises. The production and operation of small and medium-sized enterprises have undergone positive changes, but the development situation is still grim. The main manifestations are: financing difficulties and guarantee difficulties are still outstanding, some support policies have not yet been put in place, enterprises have a heavy burden, market demand is insufficient, overcapacity, economic benefits have fallen sharply, and losses have increased. We should adopt more active and effective policies and measures to help small and medium-sized enterprises overcome difficulties, change the development mode and achieve sound and rapid development. In order to further promote the development of small and medium-sized enterprises, the following suggestions are put forward: first, further create a good environment conducive to the development of small and medium-sized enterprises; First, improve the policy and legal system of SMEs. Implement policies and measures to support the development of small and medium-sized enterprises, and clean up laws, regulations and rules that are not conducive to the development of small and medium-sized enterprises. Deepen the reform of monopoly industries, expand the scope of market access, lower the entry threshold, and further create an open and fair market environment. Accelerate the formulation of financing guarantee management measures, revise the General Rules for Loans, revise the classification standards for small and medium-sized enterprises, and clarify the support policies for small enterprises. (B) improve the government procurement system to support small and medium-sized enterprises. Formulate specific government procurement measures to support the development of small and medium-sized enterprises, and increase the proportion of goods, projects and services purchased by small and medium-sized enterprises. Take practical and effective measures to increase support for labor-intensive small and medium-sized enterprises, encourage them not to lay off employees, and stabilize and increase employment. For small and medium-sized enterprises to attract people with difficulties to find jobs, sign labor contracts and pay social insurance premiums, basic old-age insurance, basic medical insurance and unemployment insurance subsidies will be given within the corresponding period. For small and medium-sized enterprises with difficulties that are greatly affected by the financial crisis, the implementation period of the phased policy of delaying the payment of social insurance premiums or reducing the rates will be extended to the end of 20 10, and social insurance subsidies, job subsidies and on-the-job training subsidies will be given for a certain period according to regulations. Small and medium-sized enterprises can negotiate with employees on wages, working hours and labor quotas. (8) Improve the credit guarantee system for small and medium-sized enterprises. Establish multi-level SME financing guarantee funds and guarantee institutions, including central and local financial contributions and joint ventures. Finance at all levels should increase support and comprehensively use capital injection, risk compensation and incentive subsidies to improve the financing guarantee ability of guarantee institutions for small and medium-sized enterprises. Strengthen the supervision of financing guarantee institutions and guide their standardized development. Encourage insurance institutions to actively develop insurance products for SMEs. (9) Give full play to the role of credit information service in SME financing. Investment projects listed in the preferential catalogue of enterprise income tax for environmental protection, energy saving and water saving shall be given preferential enterprise income tax according to regulations.
