Specific contents of Suzhou's measures for the management of kitchen waste
Article 1 In order to strengthen the management of kitchen waste, maintain the city appearance and environmental sanitation, safeguard people's health, and promote the harmless treatment and rational utilization of kitchen waste, these measures are formulated in accordance with relevant laws, regulations and rules, combined with the actual situation of this Municipality.

Article 2 The term "kitchen waste" as mentioned in these Measures refers to food residues, food processing wastes and waste edible oils and fats produced by food producers and operators in food production and business activities other than residents' daily life.

The waste edible oil mentioned in the preceding paragraph refers to kitchen waste, oil-water mixture and oil produced after separation by oil-water separator and grease trap.

Article 3 These Measures shall apply to the generation, collection, transportation, disposal and related supervision and management activities of kitchen waste within the administrative area of this Municipality.

Article 4 The municipal administrative department of city appearance and environmental sanitation shall be responsible for the supervision and management of kitchen waste within its administrative area.

The administrative department of city appearance and environmental sanitation at the county level shall be responsible for the supervision and management of kitchen waste within its jurisdiction in accordance with the management authority.

The administrative departments of development and reform, information, public security, finance, water conservancy (water affairs), agriculture, commerce, health, environmental protection, food and drug supervision, price, industry and commerce, quality supervision, etc. shall, according to their respective functions and duties, do a good job in the supervision and management of kitchen waste.

Article 5 This Municipality advocates listing clean vegetables, improving processing technology, saving meals and reducing the amount of kitchen waste.

People's governments at all levels shall encourage scientific research and innovation in the collection, transportation and disposal of kitchen waste, and promote the harmless treatment and resource utilization of kitchen waste.

Units and individuals that have made remarkable achievements in the harmless treatment and resource utilization of kitchen waste shall be commended and rewarded by the people's governments at all levels.

Article 6 The catering industry association shall play the role of industry self-discipline, participate in the formulation of relevant standards, and regulate industry behavior. Popularize methods to reduce kitchen waste, include kitchen waste management in the rating scope of catering enterprises, and urge catering enterprises to do a good job in harmless treatment and resource utilization of kitchen waste.

Article 7 Food producers and business operators shall be responsible for collecting, transporting and disposing the kitchen waste they produce.

Food producers and operators shall separate kitchen waste from non-kitchen waste, and express it daily.

Food producers and business operators shall set up kitchen waste collection containers that meet the standards, and keep the kitchen waste collection containers and pollution prevention facilities in good condition and normal use.

Food producers and business operators are not allowed to dump or pile up kitchen waste at will, and are not allowed to discharge kitchen waste into public drainage facilities, rivers, public toilets and domestic waste collection facilities.

Article 8 Food producers and business operators may collect, transport and dispose of kitchen waste if they have vehicles and equipment that meet the prescribed requirements.

Food producers and business operators who collect, transport and dispose of kitchen waste by themselves shall meet the conditions stipulated by the administrative department of city appearance and environmental sanitation, and put the collection, transportation and disposal scheme on record with the administrative department of city appearance and environmental sanitation, and go through the relevant formalities.

Article 9 The collection, transportation and disposal unit of kitchen waste (hereinafter referred to as the collection and transportation unit) shall be determined by the administrative department of city appearance and environmental sanitation through fair competition such as bidding, and obtain the service license for business collection, transportation and disposal.

Article 10 Food producers and business operators shall report to the local administrative department of city appearance and environmental sanitation the disposal methods of kitchen waste in their own units every year. Commissioned collection, transportation and disposal shall be handled by the unit that has obtained the license for operating collection, transportation and disposal services, and bear the relevant expenses in accordance with the regulations.

Article 11 The kitchen waste shall be transported in a sealed manner, and the transportation equipment and containers shall be marked with the logo of the kitchen waste, and kept clean and intact, and shall not be leaked or scattered during transportation.

Article 12 The kitchen waste disposal unit shall, in accordance with the provisions, maintain the city appearance and environmental sanitation around the disposal site, and take effective pollution prevention measures in the treatment process in accordance with the relevant provisions of environmental protection; If microbial agents are used to treat kitchen waste, they should meet the requirements and take corresponding safety control measures.

The kitchen waste disposal unit shall maintain the continuous and stable operation of the treatment facilities, and the equipment downtime and maintenance shall report to the administrative department of city appearance and environmental sanitation in writing 15 days in advance.

Article 13 The type and quantity of kitchen waste collected and transported by the collection and transportation unit of kitchen waste shall be confirmed by the food producers, operators and disposal units.

Kitchen waste collection, transportation and disposal units shall establish a collection, transportation and disposal ledger to ensure the authenticity of the data, and report the types and quantities of kitchen waste to the local city appearance and environmental sanitation administrative department every month.

County-level city and district administrative departments of city appearance and environmental sanitation shall submit the collection, transportation and disposal of kitchen waste to the municipal administrative department of city appearance and environmental sanitation every quarter.

Article 14 Food producers and operators shall sign a contract for the collection and transportation of kitchen waste with the unit that has obtained the collection and transportation service license, and report it to the local city appearance and environmental sanitation administrative department for the record. Food producers and operators shall provide a contract for the collection and transportation of kitchen waste when going through the relevant formalities and annual examination with the departments of environmental protection, food and drug supervision and quality supervision; Units that collect, transport and dispose of kitchen waste by themselves shall provide documented collection, transportation and disposal plans.

Fifteenth it is forbidden to use or sell waste edible oil as edible oil after processing; It is forbidden to directly use kitchen waste without harmless treatment as feed.

Article 16 The administrative department of city appearance and environmental sanitation shall strengthen the supervision and inspection of the collection, transportation and disposal of kitchen waste, and may employ citizens as city appearance and environmental sanitation supervisors to supervise the acts in violation of these measures.

The units or individuals under inspection shall truthfully report the situation, provide information related to the inspection contents, and shall not resort to deceit or conceal the facts, and shall not refuse or obstruct the inspection.

Seventeenth any unit or individual has the right to report and complain to units and individuals who violate the provisions on the management of kitchen waste.

After receiving reports and complaints, the administrative department of city appearance and environmental sanitation shall promptly go to the scene to investigate and deal with them, and inform the informant or complainant of the results.

The administrative department of city appearance and environmental sanitation shall reward the reports and complaints after investigation and verification.

Eighteenth acts in violation of the provisions of these measures, laws and regulations have been punished, from its provisions; Where the power of administrative punishment has been relatively centralized, it shall be implemented in accordance with the relevant provisions of the state on the power of relatively centralized administrative punishment.

Article 19 If food producers and operators, in violation of the provisions of these measures, provide kitchen waste to units that have no business license for collection, transportation and disposal services for collection, transportation and disposal, the city appearance and environmental sanitation administrative department shall order them to make corrections within a time limit, and if they fail to make corrections within the time limit, they may be fined from 654.38+10,000 yuan to 654.38+10,000 yuan.

Article 21 If, in violation of the provisions of these measures, the equipment of the kitchen waste disposal unit stops production for maintenance and fails to report within the specified time, the administrative department of city appearance and environmental sanitation shall impose a fine of 5000 yuan to 30000 yuan.

Article 22 If the collection, transportation and disposal ledger established by the kitchen waste collection, transportation and disposal unit is fraudulent, the administrative department of city appearance and environmental sanitation shall impose a fine of more than 5,000 yuan and less than 30,000 yuan.

Article 23 Where the administrative department of city appearance and environmental sanitation and its staff abuse their powers, engage in malpractices for selfish ends or neglect their duties, the unit to which they belong or the competent department at a higher level shall give administrative sanctions to the responsible person in charge and other persons who are directly responsible according to law.

Article 24 These Measures shall come into force on March 1 day, 2065.
