Article 1 In order to strengthen the public security management of the taxi industry in this Municipality, ensure the personal and property safety of taxi operators, drivers and passengers, and maintain social order and public safety, these Provisions are formulated in accordance with the provisions of relevant national laws and regulations and combined with the actual situation of this Municipality. Article 2 All units and individuals that operate and engage in taxi business within the administrative area of this Municipality shall abide by these provisions in addition to the relevant provisions of laws, regulations and rules. Article 3 The Municipal Public Security Bureau is the competent department in charge of public security management of taxi industry in this Municipality. The Public Traffic Security Branch of the Municipal Public Security Bureau is responsible for guiding, supervising and inspecting the public security management of the city's passenger taxi industry. Fourth units or individuals engaged in taxi services, after receiving the "Taxi Transport Certificate" issued by the Municipal Passenger Transport Management Office, should also apply to the public security bureau for licensing procedures. Meet the security conditions, after receiving the "taxi industry security license" issued by the Municipal Public Security Bureau (hereinafter referred to as the "security license"), can operate.

Those who stop business, change jobs, resume business, change their names, relocate, change drivers and change the appearance of taxis must go through the formalities of change at the original approval authority.

It is strictly forbidden to operate without a license. Fifth passenger taxi passenger capacity of less than six people (including six people) of the vehicle, must be installed alarm, isolation and other safety devices. Article 6 It is forbidden to stick solar films, reflective paper and hanging curtains on the window glass of passenger taxis. Seventh taxi and taxi operating units shall have a person in charge of public security, establish corresponding public security organizations, and implement various public security measures and requirements. Eighth taxi drivers must abide by the following provisions:

(a) abide by the relevant provisions of laws, regulations and rules, and obey the public security prevention and traffic and fire safety management of public security organs;

(two) when operating, it shall carry the public security license issued by the public security organ;

(three) where the operation in this city, to the nearest taxi stand or the public security checkpoint set up by the public security organs for registration;

(four) it is strictly prohibited to alter, forge, lease, resell or lend the taxi security license;

(five) it is strictly prohibited to forcibly solicit passengers and extort passengers' property;

(six) prohibit the use of taxis to carry stolen goods, contraband or other illegal activities;

(seven) properly keep the vehicle, which should be stored in the parking lot (garage) or other safe places during the period of suspension, and it is forbidden to park at will;

(eight) found illegal and criminal activities or criminal suspects, should promptly report to the public security organs;

(nine) shall not conceal the items lost by passengers;

(ten) to assist the people's police in performing their official duties according to law. Ninth taxi passengers, must comply with the following provisions:

(1) Abide by the relevant provisions of laws, regulations and rules on public security administration;

(two) take good care of the things you carry with you to prevent them from being lost or stolen;

(three) it is forbidden to carry inflammable, explosive and other dangerous goods and prohibited items by car or use taxis to carry out illegal and criminal activities;

(four) to maintain public order, accept the security inspection of public security organs, and cooperate with the people's police in performing official duties according to law. Tenth public security organs and relevant departments shall commend and reward the units and individuals that have made remarkable achievements in public security management in the taxi industry. Eleventh public security organs found that there are major security risks, should be timely to the inspected units or relevant personnel issued a "notice of rectification of security risks", the inspected units or relevant personnel after receiving the notice, to timely rectification, and the rectification report to the public security organs on schedule. Twelfth taxi business in any of the following circumstances, the public security organ may, according to the seriousness of the case, punish the directly responsible units or individuals:

(a) failing to go through the formalities of public security license in accordance with the provisions, and imposing a fine of less than 4,000 yuan; failing to pay the fine within the time limit without justifiable reasons, the vehicle can be detained, and the formalities of public security license can be completed within a time limit, and the fine can be recovered;

(two) failing to go through the formalities for change in accordance with the provisions, a fine shall be imposed in 500 yuan;

(3) A fine of 200 yuan for operating without a public security license;

(four) no alarm, isolation and other safety devices are installed or removed without authorization after installation, and a fine of 2000 yuan is imposed;

(five) in violation of the provisions of the paste solar film, reflective paper and hanging curtains and other obstructions, a fine in 500 yuan;

(6) Whoever alters, forges, rents, resells or lends a taxi security license shall be fined not more than 2,000 yuan, and the security license may be suspended for 1 to 3 months, and if serious consequences are caused, the security license shall be revoked;

(seven) forcibly soliciting to disturb social order, 500 yuan fine;

(eight) knowing that it is stolen goods and carrying contraband, a fine of 1000 yuan may be imposed, and the public security license of 1 to 3 months may be temporarily suspended;

(nine) after receiving the Notice of Rectification of Security Risks issued by the public security organ, if it fails to rectify within the time limit, it shall be fined 10000 yuan; Refusing to correct or pay the fine, the vehicle may be detained and ordered to correct or recover the fine.

The public security organ shall revoke the public security license of those who repeatedly violate the regulations on public security administration or these regulations.
