Some newly built, rebuilt and expanded food and beverage outlets need not go through the examination and approval procedures of environmental impact assessment documents, namely: bakeries and tea rooms without stoves; Pasta shops (including steamed stuffed bun shops, wonton shops and noodle shops), porridge shops and cold and hot drinks shops that do not involve civil works and use clean energy without smoke; Dining places not required by other laws and regulations.

Environmental impact assessment (EIA) can be defined as the process of predicting the environmental consequences of project development. Environmental impact assessment aims at evaluating and expressing the impact of any available method on the environment in the decision-making process, and is an important method to ensure the survival of personnel under environmental conditions.
It is a method and system to analyze, predict and evaluate the possible environmental impact after the implementation of planned construction projects, put forward countermeasures and measures to prevent or mitigate adverse environmental impacts, and track and monitor them.
