In order to promote the orderly resumption of business services and postal express delivery, and gradually restore the stable economic and social operation of Xi 'an, on October 7, the Office of Xi 'an Epidemic Prevention and Control Headquarters issued the Notice on Orderly Promoting the Resumption of Business Services and Postal Express Delivery, which mainly includes five aspects:

1. It is to promote the orderly resumption of business services

supermarkets, convenience stores, fresh food stores and other daily necessities that have been suspended due to the epidemic. Commercial enterprises, such as pregnant and baby shops, baking shops, washing and dyeing shops, will gradually resume business under the premise of strictly implementing epidemic prevention and control measures. Commercial enterprises engaged in the supply of daily necessities can use the front area to operate out of the store without affecting the passage and causing people to gather.

2. It is to promote the orderly resumption of postal express delivery industry.

Logistics storage centers and terminal distribution outlets that have been suspended due to the epidemic situation will resume their business as soon as possible under the premise of strictly implementing epidemic prevention and control measures. E-commerce enterprises actively play the advantages of the platform, restore the distribution capacity as soon as possible, organize riders, errands, grid workers and other terminal distribution personnel to carry out contactless distribution, put the goods in the convenience storage points of residential quarters, and the community organizations will complete the terminal distribution.

3. It is to promote the orderly resumption of business in the catering industry.

Under the premise of strictly implementing epidemic prevention and control measures, catering enterprises will carry out contactless distribution through order take-out and other means, and will not resume eating in the hall for the time being. Group meal enterprises and food processing enterprises gradually resumed the production and distribution of central kitchens.

4. It is to improve the on-the-job rate of employees in commercial services and postal express delivery industry

Employees in commercial services and postal express delivery industry who have resumed their operations must be allowed to enter and leave their communities (villages) with negative 48-hour nucleic acid test certificates and work certificates, and go to work at their posts (except closed control areas and control areas).

5. It is to strictly implement the main responsibility of epidemic prevention and control
