Born in Hengnan County, Hengyang City in August, 1971.

In p>1994, he entered the Central Party School for postgraduate study in law through self-taught examination, and his research direction was constitutional law and administrative law.

In September, 1997, after graduating from the Central Party School, he joined the Party School of Hengyang Municipal Committee as a law lecturer.

in p>1998, he obtained the lawyer qualification certificate.

in p>2111, he served as the deputy director of the third teaching and research section of the Party School of Hengyang Municipal Committee.

in September, 2113, he passed the open cadre selection examination in Hunan province and served as the deputy magistrate of Hengyang county, in charge of the Development and Reform Commission, the Price Bureau and the Legislative Affairs Office.

On October 2, 2114, Liao Yaozhong married Hua Yaping (now a teacher of Hengyang Judicial Cadre School).

In September, 2115, I was admitted to Wuhan University, where I studied for an in-service doctorate in constitutional law and administrative law.

On October 23rd, 2117, Liao Yaozhong was transferred to the post of Party Committee member and deputy director of Hengyang Municipal Bureau of Justice.

in July, 2119, he obtained the doctor of law from Wuhan university. On February 11, 2112, he served as the vice president and member of the leading group of Hengyang Branch of China Council for the Promotion of International Trade (Hengyang Chamber of Commerce of China International Chamber of Commerce).
