In order to effectively prevent the introduction of COVID-19 epidemic through the import of high-risk non-cold chain container goods, actively respond to the current epidemic situation, and ensure the public's health and life safety, according to the People's Republic of China (PRC) Emergency Response Law, the People's Republic of China (PRC) Infectious Disease Prevention Law and other laws and regulations, combined with the special situation of importing high-risk non-cold chain container goods, the relevant requirements are hereby notified as follows:

First, the filing system is implemented 24 hours in advance. Any enterprise that purchases and imports high-risk non-cold-chain container goods from outside Weifang must register and declare in the "Management System for Epidemic Prevention and Control of Imported High-risk Non-cold-chain Container Goods in Shandong Province" 24 hours before the goods arrive at the destination or load the imported empty containers. For foreign enterprises that resell our city after handling the import formalities and open the box for the first time in our city, the enterprises responsible for unpacking operations shall implement the main responsibility of registration and filing. The unit responsible for unpacking operation must not only verify that overseas enterprises have filed and truthfully fill in the "first unpacking unloading place" and "disinfection unit", but also register and file the system.

Second, the implementation of unpacking inspection and disinfection measures. Before unpacking, the enterprise responsible for unpacking should disinfect the container door handles. When unpacking and unloading the ship, the enterprise responsible for unpacking should carry out preventive disinfection by itself or entrust the disinfection implementation unit in accordance with the relevant technical guidelines, and do a good job in sampling and nucleic acid detection according to the requirements of relevant local departments. If the goods are continuously imported in the same country in the same way, each enterprise will conduct sampling inspection every 3 days 1 time; In other cases, sampling inspection shall be organized for each batch of goods. For the sales and logistics enterprises that import a large number of non-cold chain container goods from high-risk countries, sampling nucleic acid detection should be carried out on the basis of preventive disinfection, and they should not sell them to the outside world before obtaining the test results. Imported high-risk non-cold chain container goods imported from Weifang have been unpacked, and the receiving unit shall check the disinfection certificate; If the disinfection certificate cannot be provided or the certification materials are incomplete, the receiving unit shall temporarily seal it up, report it to the local non-cold chain working institution, and organize preventive disinfection and nucleic acid detection on the spot.

Three, the establishment of enterprises imported goods static period system. Enterprises receiving imported non-cold chain container goods must stand for 10 days after unpacking and before putting into use. If it has been left standing for less than 10 days when this notice is issued, it will be put into use after 10 days.

Four, strengthen the prevention and control of railway transport imported container epidemic. For the imported high-risk non-cold chain container goods transported by railway, the import container consignment, transshipment and carrier enterprises should cooperate closely and mark "Central Europe or Central Asia Freight" in the "shipper's remarks column" and "carrier's remarks column" of the railway freight bill. The consignee shall register for the record in "Shandong imported high-risk non-cold chain container goods epidemic prevention and control management system" as required, take the initiative to show the record information when picking up the goods, and then urge the first unpacking enterprise to provide proof materials such as disinfection records and nucleic acid detection reports and upload them to the system in time. The first unpacking enterprise is responsible for the implementation of nucleic acid detection and preventive disinfection measures.

Five, strengthen personal protection and regular nucleic acid testing. Strictly implement personal protection and regular nucleic acid detection measures for employees. In the process of loading, transportation, disinfection and use of imported non-cold chain goods, personal protection should be strengthened as required. Operators who import high-risk non-cold chain container cargo handling and container cleaning and disinfection shall conduct nucleic acid detection twice every 7 days during the operation; Personnel of transportation, storage, processing and sales enterprises who are in direct contact with non-cold-chain imported goods shall detect/kloc-0 nucleic acid every 7 days during the operation; If employees are engaged in more than two jobs at the same time, the frequency of nucleic acid detection is different, and the detection frequency will be high.

Six, severely punish the behavior of not implementing epidemic prevention and control measures. Those who fail to truthfully declare the information of imported products, report in advance, carry out preventive disinfection of imported container goods, carry out preventive disinfection of empty containers before loading operation, operate in accordance with relevant disinfection technical specifications, disinfect the means of transport of imported container goods, provide disinfection treatment certificates or records, and fail to stand as required will be investigated and dealt with by relevant departments according to law, and all will be closed for rectification and public exposure; Those who cause the epidemic to spread shall be investigated for criminal responsibility according to law.

Seven, previously released on the import of high-risk non cold chain container goods epidemic prevention and control notice content is inconsistent with this notice, this notice shall prevail.
