In order to further promote the strategy of "strengthening Afghanistan with talents", speed up the gathering of outstanding talents and optimize the structure of talent team, Aksu region has decided to introduce 324 urgently needed talents from national institutions. The relevant matters are hereby announced as follows:
First, introduce the object.
(1) Talents with academic qualifications. Full-time ordinary colleges and universities in other provinces and cities should have graduates with bachelor's degree or above and corresponding degree certificates. Their students are from other provinces, and master's and doctoral students are not restricted by institutions and students. The age of graduate students and doctoral students can be relaxed to 35 and 45 respectively. Individuals are in urgent need of outstanding talents, and the age limit can be relaxed appropriately.
(2) Talents with senior and intermediate titles. Other provinces and cities have professional and technical personnel with intermediate and above titles, among which: the age for applying for intermediate titles, deputy senior titles and full senior titles is relaxed to 35 years old, 45 years old and 50 years old respectively. Individuals are in urgent need of outstanding talents, and the age limit can be relaxed appropriately.
Second, the introduction conditions
(1) Having China nationality.
(two) good political and ideological quality, with strong working ability and post adaptability.
(3) Having physical conditions and mental health for performing their duties normally.
(four) meet the basic conditions required for the introduction of jobs.
Under any of the following circumstances, it shall not be included in the scope of introduction:
(a) before August 2022, did not obtain a diploma, degree certificate, in-service education (degree), and network college, adult education college graduates;
(two) a record of dishonesty, criminal punishment for public security, and punishment during school or work;
(three) in the civil service examinations at all levels, the recruitment of institutions was found to have fraud and other irregularities;
(4) Staffing of organs and institutions in Aksu region;
(5) Being expelled from Party membership or public office;
(six) suspected of violating the law is under investigation and no conclusion has been reached.
Third, preferential policies.
(a) the introduction of talent treatment guarantee (institutions directly under the Aksu region)
1. Postgraduates and intermediate professional and technical titles introduced by institutions directly under Aksu region provide a set of housing with a construction area of about 70 square meters; A set of housing is provided for people with doctor degree or above and senior professional and technical titles, with a construction area of about 100 square meter. After working continuously in Aksu for five years, the property rights will be owned by the imported talents.
2. Imported talents can apply for revolving houses and public rental houses.
3. All kinds of talents introduced by county (city) institutions in Aksu area can be consulted by the human resources department of the county (city) where the applicant is located.
(B) the introduction of talent preparation
All kinds of talents introduced by institutions in Aksu area shall be included in the establishment of the enterprise according to the relevant procedures of talent introduction, and the wages and benefits of the corresponding positions of the institutions shall be paid, which shall be calculated from the day when they arrive at their posts to participate in pre-job training.
(3) Other preferential policies
(1) Doctoral students employed in professional and technical positions are directly awarded the professional and technical titles of deputy high schools in the year of work (except for national examination and evaluation), and the professional and technical positions are employed at level 7; In the year of graduate work, the intermediate professional and technical titles were directly awarded (except those assessed by the national examination), and professional and technical positions were appointed at 10 level; Undergraduate students (except for the national examination) are directly awarded the title of assistant in the year of work, and 12 professional and technical positions are hired; Personnel who have obtained professional and technical post qualifications are not restricted by the proportion of post structure and are directly employed.
(2) Introduce talents to enjoy national holidays. After the probation period expires, unmarried people will enjoy family leave once a year, and married people will enjoy family leave once every three years. The round-trip transportation expenses will be reimbursed and the wages will be paid normally.
Fourth, introduce the procedure.
The introduction of talents in urgent need in Aksu in 2022 is carried out according to the procedures of announcement, online registration, resume screening, written examination, personality test, interview and professional evaluation, determination of personnel to be introduced, qualification examination, physical examination, investigation and political examination, and pre-job training.
(1) Announcement on Introducing Talents (April 6, 2022 +6)
Through Aksu government network, Aksu recruitment network, Zhilian recruitment website and other channels, the announcement of the introduction of urgently needed talents in Aksu in 2022 was released.
(2) Online registration (April1June-May 13, 2022)
Talent introduction takes the form of online registration, and those who are interested can log in to the registration system themselves to register (). Applicants fill in personal information and upload scanned copies of their ID cards, household registration books, academic degree certificates, electronic registration and filing forms of academic certificates of the Ministry of Education, and relevant certification materials (award certificates, qualification certificates, etc.). Required by the candidate's ability and position. Candidates choose positions that meet their professional requirements to register according to the relevant majors and professional categories in the Professional Reference Catalogue of Open Recruitment Examination for Public Institutions in Aksu in 2022 (hereinafter referred to as the Professional Reference Catalogue). Each person can only fill in one position, and choose whether to participate in the transfer.
(3) Resume screening (April 20221July-May 13)
During the registration period, Aksu Human Resources and Social Security Bureau and Zhilian Recruitment will conduct a preliminary online screening of candidates' resumes to see if the candidates' situation meets the job requirements.
(4) Simulated online written test and formal test (May 20221April-May 15)

The candidates who pass the resume take part in the online assessment, the content of which is comprehensive ability test, which mainly tests language understanding, quantitative relationship, deductive reasoning, graphic reasoning, data analysis and so on. (5) Interview and professional evaluation (May 20-May 30, 2022)
According to the number of applicants and the online written test evaluation results, determine the participants in the interview and professional evaluation, inform candidates of the evaluation time, and organize candidates to participate in the interview and professional evaluation. The interview mainly focuses on appearance, manners, language expression ability, organization and coordination ability, study experience, work experience and so on. The professional evaluation is mainly to evaluate the professional ability of candidates. The score of interview and professional evaluation is 100, and 60 is the qualified score line.
(6) Determination of imported personnel (June 4 -8, 2022)
According to the total score ranking from high to low, combined with the results of personality assessment to determine the candidates to be introduced. Total score = written test score *40%+ interview score *60.
(7) Qualification examination, physical examination, investigation and political examination (June 20 -30, 2022)
The personnel to be imported will decide the specific time to come to Afghanistan according to the schedule, and no later than June 30th. Aksu City Human Resources and Social Security Bureau will deploy staff to form a talent introduction review team to review the qualifications of the personnel to be introduced and verify the matching degree between the application information and job conditions. Those who do not meet the requirements will be disqualified and will be replenished according to the total score from high to low.
Physical examination shall be carried out according to the General Standard for Physical Examination of Open Recruited Staff in Institutions of Xinjiang Uygur Autonomous Region (Trial), and mental illness shall be screened. Unqualified candidates may not be admitted. The medical expenses shall be borne by the personnel to be introduced.
Those who pass the medical examination download the investigation and political examination form by themselves, and conduct it according to the investigation and political examination procedures and related requirements of institutions in Xinjiang Uygur Autonomous Region.
(VIII) Pre-job training (July 2022)
Candidates who pass the physical examination and political examination shall be organized and implemented by the Aksu Human Resources and Social Security Bureau. The training content includes professional mentality, thinking mode, office skills, relevant policies of institutions and other knowledge, focusing on improving the ability of new recruits to adapt to work.
(9) Handling employment procedures (August 2022)
