To apply for a drainage permit according to Article 7 of the Administrative Measures for the Permit of Urban Sewage Discharge into Drainage Network

, the following materials shall be submitted truthfully:

(1) Application form for drainage permit;

(2) Drawings and descriptions of drainage pipe network, special inspection well, location and caliber of sewage outfalls, etc.;

(3) relevant materials for the construction of sewage pretreatment facilities according to regulations;

(4) Completion report of concealed drainage works;

(5) the drainage water quality and quantity test report issued by a water quality testing institution with metrological certification qualification within one month before the acceptance date of the drainage permit application; The drainage households that intend to discharge sewage shall submit the water quality and quantity forecast report;

(6) drainage households listed in the list of key pollutant discharge units shall provide relevant materials of installed automatic monitoring equipment for discharge of major water pollutants;

(7) other materials as prescribed by laws and regulations.

Article 8 If the following conditions are met, the drainage permit shall be issued by the competent department of urban drainage:

(1) The setting of sewage outfalls meets the requirements of urban drainage and sewage treatment planning;

(2) The water quality of the discharged sewage conforms to the national or local sewage discharge into urban sewers and other relevant standards;

(3) Construction of corresponding pretreatment facilities in accordance with relevant state regulations;

(4) according to the relevant provisions of the state, set up special inspection wells and metering equipment at the discharge port to facilitate sampling and water metering; Drainage households listed in the list of key pollutant discharge units have installed automatic monitoring equipment for the discharge of major water pollutants;

(5) Other conditions stipulated by laws and regulations.

if drainage is required for construction work, the construction unit shall have built pretreatment facilities, and the drainage shall meet the standards specified in item 2, paragraph 1 of this article.

Article 12 Drainage households shall discharge sewage according to the drainage type, total amount, time limit, location and quantity of discharge outlets, pollutant items and concentration determined in the drainage permit.

Article 13 Drainage households shall not commit any of the following acts that endanger the safety of urban drainage facilities:

(1) Discharging or dumping highly toxic, flammable and explosive substances, corrosive waste liquid and residue, harmful gases and cooking fumes into urban drainage facilities;

(2) blocking urban drainage facilities or discharging or dumping garbage, muck, construction mud, grease, sludge and other easily blocked objects into urban drainage facilities;

(3) Dismantling, moving and drilling urban drainage facilities without authorization;

(4) discharging sewage under pressure to urban drainage facilities without authorization.

article 14 if the sewage discharged by drainage households may endanger the safe operation of urban drainage and sewage treatment facilities due to accidents or other emergencies, they should immediately stop discharging, take measures to eliminate the harm, and report to the urban drainage authorities and other relevant departments in a timely manner according to regulations.
