The purpose of standard revision
This standard revision focuses on three issues:
The first is to solve the problem of incomplete types of original standard industries in our province. With the rapid development of economy and the acceleration of new industrialization, the types of industries are increasing and refining. For example, in recent years, biomass power generation projects and wind power projects are increasing day by day, and the demand for land for commercial finance and commercial complex projects is strong, so it is urgent to supplement and formulate land use standards; For another example, as a motor and equipment manufacturing industry, the land demand of large motor manufacturing industries such as generators and generator sets is quite different from that of small equipment manufacturing industries such as switches and wires, so it is necessary to formulate land standards for specific product types. The revised standards increased from 9 categories to 14, from 38 industries to 72 industries, with more than 200 industry subcategories. The new standard not only expands the industry coverage, but also refines the project classification, which can better meet the needs of current and future construction project land standard control.
Second, solve the problem that the threshold for enterprise land use was too low in the past. With the progress of science and technology, the project construction level and product production technology have been greatly improved. Now, the land requirement in the 2005 standard is low. By analyzing the land supply situation in Shandong province in recent years, the investment intensity of new industrial projects is generally much higher than the standard requirements in 2005. Take the textile industry as an example. In 2005, the standard required that the investment intensity of the first-class area should be above 1.23 million yuan/mu, and that of the seventh-class area should be above 500,000 yuan/mu. According to incomplete statistics, from 2065,438 to 2065,438+036 textile land supply projects in the province, the investment intensity was 65,438+. Take the pharmaceutical manufacturing industry as an example. In 2005, the standard required that the investment intensity of the second-class area should be more than 2 1.37 million yuan/mu, and that of the seventh-class area should be more than 500,000 yuan/mu. According to incomplete statistics, among the 272 land supply projects of pharmaceutical manufacturing industry in the whole province from 20 15 to 20 13, the investment intensity was 2 13. Therefore, in the requirements of the new standard, there are no industrial projects below 2 million yuan/mu in the first-class area, and the textile industry and pharmaceutical manufacturing industry are required to reach 3 million yuan/mu and 4.3 million yuan/mu respectively, and the land intensive requirements are greatly improved.
Third, solve the problem of incompatibility with national standards. From 2008 to 20 17, the relevant ministries and commissions of the state successively issued more than 20 land use standards, including the construction land indicators for new railway projects, public libraries and industrial projects. It can be said that the country's requirements for standard control are constantly improving, the pace of introducing new standards is accelerating, and the requirements for intensive land use are further improved. Our province's 2005 edition standard has been out of line with the national standard in many aspects. For example, the plot ratio of industrial project construction land in the standard of our province in 2005 can not meet the requirements of the national "Control Index of Industrial Project Construction Land". On the other hand, national standards are formulated for all regions of the country. Considering the land demand in economically underdeveloped areas, some indicators are relatively low. As a big economic province, the supply of land resources in our province is very tight, so it is necessary to further improve the control requirements on the basis of national standards. Therefore, it is necessary to constantly adapt to the national standards and revise the standards of our province in time to fully reflect the management requirements of saving and intensive land use in our province.
Main contents and characteristics of the standard
The standard includes two parts: regional planning control index and construction project land use index. Regional planning control indicators include five types of planning control indicators: city, town, road, city square and development zone. The land use indicators of construction projects include industrial projects, rural residential areas and urban housing, infrastructure projects and public service facilities, covering 72 industries, including 33 industrial projects, 6 infrastructure projects/kloc-0, 20 public service facilities and 3 rural residential areas and urban housing projects.
The revision of the standard has four characteristics:
First, it is stricter than the national standard. At present, the state has promulgated and implemented more than 20 land use standards, including industrial projects, highways, railways, electric power and oil and gas projects. For this kind of project, the revision process of the new standard is strictly based on the national standard, which requires that the project land scale of the provincial standard should not be higher than the national standard, and many indicators are stricter than the national standard. For example, compared with the relevant national standards, 67% of the 39 same subcategories have more indicators of land intensive scale; In the index of industrial project land control, compared with the national index of industrial project construction land control, the investment intensity of most industries is more than twice that of the national index.
Second, the standard system is more perfect. The reasonable classification of different projects further clarified the system framework. For example, the land for culture, education, sports, health and administrative office is divided into public service facilities. Land for transportation, heating engineering and gas engineering are classified as land for infrastructure projects. At the same time, according to the needs of industrial development in our province, many industry standards have been supplemented, and some land use indicators for emerging industries have been added, such as logistics parks and old-age facilities. The types and production scale of industrial land projects are refined according to the industry, and the minimum entry threshold and the upper limit of land scale are adopted for dual control. Therefore, the new standard covers a wider range of industries, the industry classification is more detailed, the index setting is more comprehensive, and the standard system is more perfect.
The third is to moderately relax the indicators of public welfare facilities. In order to adapt to the new demand for land for public welfare facilities and the new trend of industry development, and improve people's living service level, we have moderately relaxed the land index for some public welfare projects. If the current trend of hospital land use is fully analyzed, the land use index of medium and large hospitals will be relaxed by about 2 square meters per bed; In terms of educational land, the standard of primary school land for 30 classes has been raised from17m2/student to 25.38m2/student.
The fourth is to strengthen the standard control of industrial land and rural residential land. There is still a problem of extensive land use in our province, especially industrial land and rural residential land. Improving the utilization level of industrial land and rural residential land has also become a key link to promote the transformation of old and new kinetic energy and implement the rural revitalization strategy. To this end, the standard revision adheres to the problem orientation and focuses on revising these two indicators.
Organization and implementation of standards
According to the Notice of the General Office of the Provincial Government on Doing a Good Job in the Implementation of Construction Land Control Standards in Shandong Province (Lu Zhengban Fa [2018] No.39), the new standard was formally implemented on 20 19 10. All industries and departments should strictly implement standards in project design, feasibility study report preparation, land pre-examination, project approval, land supply, project acceptance, post-approval supervision and land use performance evaluation. Construction projects that do not meet the "Standards" shall not be approved for land use, and land-saving evaluation shall be carried out in accordance with the provisions for construction projects that exceed the standard or have no standard basis. Encourage all localities to formulate stricter standards for economical and intensive land use under the premise of strictly implementing standards and meeting functional and safety requirements, combined with local land resources conditions, economic and social development level and industrial development planning. In this revision, the list of prohibited and restricted land supply projects in our province was not formulated separately, and the list of restricted land use projects (version 20 12) and the list of prohibited land use projects (version 20 12) promulgated by the state were uniformly implemented.
