"Helping enterprises out of difficulties" is one of China's remarkable institutional advantages, which is different from many countries. Supported by the decision-making implementation system of finance, state-owned enterprises and government, it has the characteristics of fast action, great strength and strong pertinence.
The policy of helping enterprises get out of difficulties presents four characteristics:
The first is to implement national policies. According to the actual development of Beijing, we will implement the Notice of the National Development and Reform Commission and other departments on Printing and Distributing Several Policies to Promote the Recovery and Development of Difficult Services Industries, and formulate relief measures in Beijing to ensure that all national policies are put in place in Beijing, so that small and medium-sized enterprises can fully enjoy the policy dividend.
The second is to meet the needs of enterprises. Beijing is still in the critical period of epidemic prevention and control, which makes small and medium-sized enterprises face the pressure of rent, tax and credit. Guided by the needs of small and medium-sized enterprises, the two levels of government in urban areas have formulated supporting policies to solve the problems from the aspects of reducing the rent burden, reducing the cost of epidemic prevention, reducing taxes and fees, and unblocking financing channels.
The third is to highlight precise docking. Focus on helping special industries, catering, retail, tourism, cultural performances and other industries that are obviously affected by the epidemic have become the focus of help. At the same time, measures such as investment and loan linkage, loan discount and issuance of scientific and technological innovation vouchers are adopted to encourage and support small and medium-sized scientific and technological enterprises.
The fourth is to refine the bail-out policy. The governments of all districts in Beijing fully consider the feasibility and operability of the policy, combine the actual situation of each district and the needs of enterprises, refine the policy of helping enterprises out of difficulties, implement it in specific responsible units, and provide corresponding consulting methods and policy "interfaces" to better serve small and medium-sized enterprises.
