Chapter II Fire Control Duties Article 6 The people's governments of cities and counties (cities, districts) shall perform the following fire control duties:

(2) sign an annual fire control work target responsibility letter with the people's government at the next lower level, the agencies of the people's government at the same level and relevant departments, and regularly assess the completion;

(3) to organize the formulation and implementation of urban and rural fire protection planning, and to include public fire protection facilities, equipment and fire protection work funds into the fiscal budget at the corresponding level;

(4) Organize relevant government departments to carry out targeted fire safety inspections and supervise the rectification of major fire hazards;

(5) Other fire control duties as stipulated by laws and regulations. Article 7 The fire control institutions of public security organs shall perform the following fire control duties:

(1) Implementing fire control laws and regulations, conducting fire control supervision and inspection, handling fire control violations according to law, and urging the rectification of fire hazards;

(2) To be responsible for the examination and filing of fire protection design documents of construction projects, fire protection supervision and inspection and technical guidance during the construction, fire protection acceptance and filing after the completion of the project, and fire safety inspection before the public gathering place is put into use and opened;

(3) to carry out fire safety publicity, organize special training on fire safety, and guide the training of full-time and voluntary fire brigades and relevant units to carry out fire drills;

(4) supervise and manage the use and maintenance of fire protection products;

(5) Organize and direct fire fighting and rescue work, investigate the cause of the fire, and count the fire losses;

(6) participating in the emergency rescue work of other major disasters and accidents organized by the people's governments at or above the county level;

(7) analyze and evaluate the fire safety situation in the jurisdiction, put forward suggestions on fire control work, and report to the people's government at the same level to take measures to solve outstanding fire safety problems;

(8) Other duties as stipulated by laws and regulations. Article 8 The relevant departments of the people's governments of cities and counties (cities, districts) shall establish and improve the fire safety system, and do a good job in fire control within the scope of their respective duties.

(2) Implement the fire protection planning of townships (towns) and villages, strengthen the construction of urban and rural fire protection infrastructure, and improve fire safety conditions;

(3) to guide and urge the units in this area to do a good job in fire control, and urge the owners and users of multi-property buildings who have not implemented property management to implement fire safety responsibilities;

(4) organize and guide the village (neighborhood) committees to do a good job in fire control;

(5) to carry out fire safety publicity and education;

(6) establish a fire brigade;

(7) organize fire safety inspection, carry out special fire safety management, and urge the rectification of fire hazards. Article 11 The public security police station shall perform the following fire control duties:

(1) Carry out fire control supervision and inspection, urge the rectification of fire hazards, order the correction of fire violations, and carry out fire safety publicity and education;

(2) Supervise and guide the units and village (neighborhood) committees in the jurisdiction to establish and implement the fire safety system;

(3) Organize to put out the initial fire in the area and maintain the order at the scene of the fire;

(4) Conduct fire accident investigation according to regulations;

(5) Other fire control duties as stipulated by laws and regulations. Eleventh village (neighborhood) committees shall perform the following fire duties:

(1) improve the fire safety management system, determine the fire safety management personnel, and formulate fire safety conventions;

(2) publicize the knowledge of fire prevention, fire fighting and evacuation and escape, and improve the self-prevention and self-rescue ability of the masses;

(3) Organize regular fire safety inspections to eliminate fire hazards;

(4) Establish a fire fighting team and equip it with necessary fire fighting equipment;

(5) assist in fire fighting and fire accident investigation.
