Article 2 The large-scale mass events referred to in these regulations refer to the following activities organized by legal persons or other organizations for the public with more than 1,000 people expected to participate in each event:
(a) sports competitions activities;
(ii) concerts, concerts and other cultural performances;
(iii) exhibitions, fairs and other activities;
(iv) parades, lantern festivals, temple fairs, flower fairs, fireworks, and other activities;
(v) job fairs, on-site lottery sales and other activities.
The provisions of this ordinance shall not apply to activities organized by theaters, concert halls, parks, and recreational areas within the scope of their daily operations.
Article 11 The public security organs implement a security licensing system for large-scale mass events. If the Regulations on the Administration of Business Performances provide otherwise for the safety management of performance activities, the provisions shall apply.
The following conditions shall be met for the holding of large-scale mass events:
(1) the organizer is a legal person or other organization established in accordance with legal procedures;
(2) the content of the large-scale mass event shall not be contrary to the provisions of the Constitution, laws and regulations, and shall not be contrary to social morality;
(3) there is a safety program in accordance with the provisions of these Regulations. Safety responsibilities are clear and effective measures;
(d) the event venue and facilities meet the safety requirements.
Article XII of large-scale mass events are expected to participate in more than 1,000 people 5,000 or less, by the public security organs of the people's governments at the county level where the event to implement security permits; expected to participate in more than 5,000, by the public security organs of the people's governments of the cities where the event is located in the districts, or the public security organs of the people's governments of the municipalities directly under the Central Government to implement the security permits; cross-provincial, autonomous regions, municipalities directly under the Central Government Large-scale mass events held by the State Council public security departments to implement security permits.
