The Department of Human Resources and Social Security of Hainan Province and other 9 departments jointly issued the Implementation Plan for Promoting the Quality of Migrant Workers in Counties in Hainan Province, which brought benefits to migrant workers' high-quality employment and integration into urban life.
the proposal proposes that it will adapt to the requirements of rural revitalization, new urbanization and urban-rural integration development, conform to the needs of the construction of Hainan Free Trade Port, focus on promoting high-quality and stable employment and skills upgrading of migrant workers, strengthen the protection of migrant workers' rights and interests, improve the equalization of basic public services such as social security, housing and education, continue to implement a new round of household registration system reform, strengthen follow-up and judgment, and orderly promote the settlement of migrant workers in county towns.
in terms of major measures, the plan includes six aspects, namely, improving the quality of migrant workers' employment and entrepreneurship, upgrading their professional skills, strengthening the protection of labor rights and interests, strengthening the supply of county-level public services, improving the ability of grassroots services for migrant workers, and improving relevant safeguard measures.
It mainly includes the following measures:
91,111 rural laborers will be transferred for employment, and the scale of migrant workers going out to work will not be less than 1.45 million, and a total of 211 employment stations will be built.
build two entrepreneurial parks for migrant workers to return to their hometowns, and attract migrant workers' employment through the cultivation of industrial clusters. Excavate and cultivate 4,111 rural labor service leaders, rich people and rural craftsmen, and promote employment of 61,111 people through the "three teams". We will do a good job in monitoring, reporting and identifying leading agricultural enterprises at the provincial level, and continuously expand the team of agricultural business entities. The number of leading agricultural enterprises at or above the provincial level has reached 211, and 6,611 new migrant workers have been employed. The total employment of migrant workers in the agricultural industry has reached 68,711.
around the industrial development direction of Hainan free trade port, combined with the development requirements of rural revitalization industry, we will speed up the cultivation of labor brands with the characteristics of "one county, one product" and increase the number of labor brands with the characteristics of free trade port.
targeted skills training for rural laborers with large demand for flexible employment, such as urban life service, tourism and catering, logistics, etc., which is suitable for rural laborers with low education level, so as to promote the employment of migrant workers in cities, and train 41,111 rural laborers for the whole year.
implement measures to reduce the rate of industrial injury insurance for the construction industry according to the project, and promote the participation rate of industrial injury insurance for newly started construction projects in the province to remain above 91%.
the migrant workers in the new employment form will be absorbed into the trade union organization, and the rights protection service for migrant workers will be further improved. Supervise employers to sign labor contracts with migrant workers according to law, and take the lead in promoting the use of electronic labor contracts in the field of engineering construction. Strengthen the protection of workers' rights and interests in flexible employment and new employment forms, and formulate general demonstration texts such as written agreements between take-away workers and online car drivers. Guide platform enterprises to carry out collective consultation and conclude collective contracts with workers in new formats.
strengthen the daily supervision and law enforcement, combine the work of "double randomness and one openness", strengthen the supervision of wage payment, increase the punishment, and form a closed-loop supervision and daily shock. Carry out a special campaign to eradicate wage arrears and implement centralized rectification of wage arrears for migrant workers. Solidly carry out the "system full coverage action" and urge cities and counties to implement various systems. Actively play the role of "baton" in assessment, carry out the three-year action of "zero-wage cities and counties" in the province, and compact the territorial and departmental responsibilities.
Strictly implement the spirit of the document "Implementation Opinions on Accelerating the Development of Affordable Rental Housing", give priority to affordable rental housing for eligible migrant workers, continue to promote flexible employees to participate in the housing provident fund system, and solve the housing problem of eligible migrant workers through physical security of public rental housing and housing subsidies.
further standardize the enrollment work in various places, strictly implement the enrollment policy of "two-oriented, two-inclusive, and residence permit as the main basis", and ensure the "full guarantee" for eligible children.
We will continue to deepen the reform of the household registration system, and promote the new generation of migrant workers who have been working and living in cities and towns to settle down conveniently.
