Chapter II Responsibilities of Government Fire Control Article 7 The municipal, district and county people's governments shall implement the responsibility system for fire control and perform the following responsibilities:

(3) Incorporate the fire control work into the national economic and social development plan and the annual work plan, incorporate the special fire control plan into the national land space plan, and organize the implementation;
(4) Incorporate fire fighting funds into the fiscal budget at the corresponding level, ensure the construction of public fire fighting facilities such as fire fighting stations, fire fighting water supply and fire fighting communication, equip fire fighting vehicles and other funds in accordance with regulations, and implement the wages, insurance and welfare benefits of the national comprehensive fire rescue team and full-time firefighters and fire fighting clerks of the government;
(5) Establish a normalized fire hazard investigation and rectification mechanism, organize and implement the rectification of major fire hazards and regional fire hazards, and implement the supervision system for listing major fire hazards;
(6) organize and lead the fire fighting and emergency rescue work, organize relevant departments to formulate emergency plans for fire fighting and rescue, establish a departmental linkage emergency response mechanism, and provide personnel, equipment and other guarantees for fire fighting and rescue work;
(7) Promote scientific research and technological innovation in fire protection, incorporate smart fire protection into the overall planning and design of smart cities, and promote the implementation and application of smart fire protection projects or software;
(8) Promote the installation of simple sprinkler devices and independent fire alarm detectors in social welfare institutions, schools, kindergartens, households, staff dormitories with centralized accommodation, group renting houses and other places;
(9) Promote the installation of charging equipment for electric vehicles and electric bicycles according to relevant regulations, strengthen the management of outdoor centralized parking of electric bicycles, and coordinate and urge relevant departments to perform their supervisory duties according to law;
(11) Strengthen fire prevention publicity and education, build a public welfare fire science education base in a planned way, vigorously develop fire prevention public welfare undertakings and volunteer services, and encourage and support social forces to actively participate in fire prevention public welfare undertakings;
