Main responsibilities: (1) Implement national and provincial laws, regulations, policies and relevant international conventions and treaties on marine and fishery. Drafting or participating in the drafting of relevant local regulations, drafting or formulating normative documents. To formulate the city's fishery development plan, relevant fishery standards and technical specifications and supervise their implementation. Guide the city's fishery work.

Responsible for the management of fishery industry. Organize the development planning of fishery industry, implement the fishery production license system, and guide the development of aquaculture, offshore fishing and emerging fishery industries in the city. Guide the reform of fishery management system, fishery industrialization, fishery industrial structure adjustment, aquatic product processing and circulation. Participate in the cultivation and construction of aquatic products brands. Responsible for drafting plans, organizing the construction of fishing ports, original (good) aquaculture farms, aquatic products markets, leisure fisheries and modern fishery demonstration zones.
