Chapter X Bylaws Chapter I General Provisions Article 1 In order to ensure food safety and protect public health and safety of life. safeguard public health and safety of life, the enactment of this Law. However, the development of quality and safety standards for food and agricultural products, the publication of information on the safety of food and agricultural products, shall comply with the relevant provisions of this Law. Article 3 Food producers and operators shall engage in production and operation activities in accordance with laws, regulations and food safety standards, be responsible to society and the public, ensure food safety, accept social supervision and assume social responsibility. Article 5 The local people's governments at or above the county level are uniformly responsible for, leading, organizing and coordinating the supervision and management of food safety in their administrative regions, and establish and improve the working mechanism for the supervision and management of the whole process of food safety; unify the leadership and command of food safety emergencies; improve and implement the responsibility system for the supervision and management of food safety and the supervision and management of the food safety departments for evaluation and assessment.

Article VIII of the State encourages social groups, grass-roots mass self-government organizations to carry out food safety laws and regulations, as well as the popularization of food safety standards and knowledge, advocate a healthy way of eating, and enhance consumer awareness of food safety and self-protection capabilities.

The news media shall carry out food safety laws, regulations, and food safety standards and knowledge of public welfare propaganda, and public opinion supervision of violations of this Law. Article IX of the state to encourage and support the development of basic and applied research related to food safety, to encourage and support food production and operation to improve food safety by adopting advanced technology and advanced management practices.
