Semiconductor light emitting diode (LED) is a new type of all-solid-state lighting device. It has the advantages of high energy efficiency, low voltage and low current operation, rich colors, long service life, high reliability and environmental protection, and is a new generation of energy-saving lighting products. Solar energy is a kind of rich and pollution-free renewable energy, and its most important application field is to convert light energy into electric energy through solar cells, that is, solar photovoltaic industry (hereinafter referred to as photovoltaic industry). The integrated application of solar cell and LED realizes the perfect combination of developing new energy and environmental protection and energy saving. In recent years, all countries in the world, especially developed countries, attach great importance to the development, popularization and application of LED and photovoltaic technology. At present, China has also put the development of LED and photovoltaic industry on the important agenda.
The LED industry in our province started earlier and developed rapidly, and now it has formed a good technical and industrial foundation. There are more than 80 LED-related enterprises in the province, mainly in Xiamen, Zhangzhou, Quanzhou and Fuzhou. From epitaxial wafer, chip manufacturing, finished product packaging to product application, there are a certain scale of production enterprises, covering the upper, middle and lower reaches of the industrial chain, and a number of key enterprises have a good development momentum; Xiamen has become one of the five "National Semiconductor Lighting Engineering Industrialization Bases" officially awarded by the Ministry of Science and Technology. The LED industrial cluster on the west side of the Taiwan Strait has begun to take shape, showing great vitality. In the development of photovoltaic industry, our province has rich and high-quality silicon mineral resources, and industrial silicon production has a long history and a large scale. In recent years, some industrial silicon production enterprises have actively adopted low-cost fine metallurgy to purify solar-grade polysilicon, and made remarkable progress. Some enterprises use low-cost production technology to extract purity of 99? More than 99% polysilicon. A number of enterprises specializing in R&D and production of solar power modules and various solar lamps have emerged in various places. But overall, the scale of LED and photovoltaic industry in our province is still small, the technical level of products is not high, and it still lacks international competitiveness.
In order to further clarify the development goals and key points of LED and photovoltaic industry in our province, take practical and effective measures, improve the overall level and competitiveness of the industry as soon as possible, and accelerate the pace of industrial development, we now put forward the following implementation opinions on promoting the development of LED and solar photovoltaic industry in our province from 2007 to 20 10.
I. Development direction and objectives
Guiding ideology: market-oriented, expand new application fields and products with advantages and characteristics, improve industrial supporting capacity, and build a complete LED and photovoltaic industry chain; Promote development by application, guide and popularize the application of LED and photovoltaic products, optimize the industrial development environment and improve the level of industrial development; Take enterprises as the main body, strengthen cooperation in Industry-University-Research, increase talent introduction and training, organically combine strengthening independent innovation with introducing advanced technology for digestion, absorption and re-innovation, and gradually form an industrial system with independent intellectual property rights; Focus on structural adjustment, strengthen enterprise union and reorganization, cultivate a number of leading enterprises, expand industrial scale and optimize comprehensive layout; In order to provide environmental protection and energy-saving products, industrial development should be combined with building a resource-saving and environment-friendly society.
Strategic orientation: take Xiamen as the core, radiate Fuzhou, Zhangzhou, Quanzhou and Longyan, and expand to Putian, Ningde, Sanming and Nanping to form the industrialization base of semiconductor lighting engineering on the west side of the Taiwan Strait; LED manufacturing technology is at the leading level in China, and the level of LED products is mainly middle and high grade, and the LED industry occupies an important position in the country. Based on the resource advantages of our province, we will vigorously develop the production of solar-grade high-purity polysilicon materials, promote the development of solar photovoltaic industry, and become an important photovoltaic material production base at home and abroad; Improve the industrial chain of solar LED system and become a national demonstration base for integrated application of LED and photovoltaic products; Seize the historical opportunity of building the economic zone on the west side of the Taiwan Strait, give full play to our province's advantages in Taiwan, and form an LED and photovoltaic industry cooperation base with complementary advantages and coordinated development between Fujian and Taiwan.
Industrial layout: LED epitaxial wafer and chip manufacturing is centered on Xiamen, and efforts are made to cultivate and expand upstream leading enterprises; LED packaging focuses on Xiamen and Fuzhou, relying on key enterprises to promote the level of packaging technology in the province; The production of LED application products has expanded from Xiamen and Zhangzhou to Fuzhou, Quanzhou and Longyan, and a competitive LED application product production base has been built. The production of solar-grade low-cost high-purity silicon materials focuses on Quanzhou, Longyan and Zhangzhou, relying on related enterprises and universities to break through technical difficulties and form an important domestic production base of solar-grade high-purity polysilicon materials; The production of solar cells is mainly in Xiamen, Zhangzhou and Quanzhou, supporting key enterprises and improving the comprehensive production capacity of solar cells; The application of photovoltaic products will focus on the South Fujian Triangle, support a group of enterprises with international market development experience, and form an industrial cluster of photovoltaic application products.
Development goal: By 20 10, the overall scale of LED industry in our province will rank among the top in China, and the estimated annual sales will reach 30 billion yuan, of which the export volume will reach/kloc-0.5 billion US dollars; The annual sales of photovoltaic industry is expected to reach 654.38+0.5 billion yuan, of which the export volume will reach 7? 500 million dollars. There are 40,000 employees in the LED and photovoltaic industries, which have cultivated a number of famous products and leading enterprises with market competitiveness at home and abroad, and created 1 ~ 2 domestic famous brand products and 8- 10 enterprises with sales of 65.438+0 billion yuan. Form 2 ~ 3 national-level provincial engineering (technology) research centers, testing and certification centers and applied research centers that can compete with domestic and foreign counterparts, and their technical strength has reached the domestic advanced level and can be in line with international standards; Develop a number of products and application systems with independent intellectual property rights. The light conversion efficiency of LED is above 80 lumens/watt, and the purity of polysilicon is 99? Over 9999%, the photoelectric conversion efficiency of solar cells made of polysilicon in this province is greater than 12% (in AM 1? 5 tests).
Second, development ideas and work priorities
To achieve the development goal of LED and photovoltaic industry in 20 10, we must take practical and effective measures, combine the guiding and supporting role with the basic role of the market, combine the development of independent innovation with undertaking industry and technology transfer, combine application development with meeting market demand, break through key core technologies, broaden the application fields of products, and promote the sound and rapid development of the industry.
(1) Encourage independent innovation and strive to master core technologies.
Strengthen the construction of innovation system, encourage enterprises to establish and improve technology development institutions, strengthen investment in science and technology, break through key technologies, and make them truly become the main body of technological innovation; Strengthen the combination of Industry-University-Research's use, unite well-known universities and scientific research institutions at home and abroad, carry out key technology projects and promote the industrialization of achievements, strive to master core technologies with independent intellectual property rights, and strengthen intellectual property protection. Strive to create a good environment for independent innovation, actively create conditions, build a public technical service platform, and provide technical support and services for enterprises. Special funds for scientific research, development and industrialization of relevant departments should increase support for LED and photovoltaic industries, guide financial funds, venture capital funds and social funds to invest more in this industry, and support major technical projects and new product development.
Through technology research and development, we will strive to make breakthroughs in some key technologies and processes such as manufacturing technology of power and ultra-high brightness LED epitaxial wafers and chips, high-performance LED packaging technology, solar-grade high-purity crystalline silicon refining technology for photovoltaic cells, high-efficiency solar cell preparation, solar cell LED application system, etc., break the foreign technology monopoly and comprehensively improve the technical level and level of the industry. Strengthen the research on applied technology and develop a number of new products and systems with independent intellectual property rights to meet market demand. Pay attention to the synchronous research and development of supporting materials and key components, and improve the comprehensive performance and quality level of products.
(2) Expand application fields and promote industrial development.
Deepen research and seize traditional application fields. In the traditional application fields of LED: landscape lighting, electrical product indicator light, LED display screen, LCD backlight, traffic indicator light, mobile phone keyboard backlight and camera flash. The traditional application fields of photovoltaic cells: signal lamp power supply, microwave communication power supply, solar street lamp, mobile phone repeater solar power supply, various solar lamp power supply, power supply in remote power shortage areas, etc. , the use of high-performance LED products and solar panels, the application of new design, new technology, new control technology, to develop a new generation of application products. Through the upgrading of products, the depth and breadth of application will be raised to a new level.
Broaden our thinking and explore new application fields. Guide new applications with new ideas, new technologies and new products. In the application field of LED products such as urban street lighting, indoor decoration lighting and automobile lighting; In the application field of building roof solar power generation as photovoltaic products such as home power supply, the application has just started, and there is still a lot of room for development. It is necessary to promote new technologies and new products through exhibitions, on-site auditions, demonstration projects, etc., continuously expand the scope and scale of application, and finally realize industrialization. For those new application fields that have not yet been developed, and those projects with immature technology or high cost and immature application conditions, such as LED indoor lighting and solar grid-connected power generation, we should also pay attention to development and follow-up research, and immediately cut into the market once the time is ripe. Through the application of product development, expand product categories, varieties and sales, and promote the development of the whole industry.
(3) Strengthen foreign cooperation and enhance international competitiveness.
Further improve the investment environment and raise the level of utilizing foreign capital. It is necessary to further strengthen contact with overseas LED and photovoltaic industry business associations and build an overseas investment platform. Attract foreign businessmen, especially Taiwanese businessmen, to invest and set up LED or photovoltaic production enterprises in Fujian, and actively promote industrial transfer cooperation. Attract overseas venture capital funds to invest in LED and photovoltaic industries in our province. Through joint venture or industrial transfer, the overall technology and management level of LED and photovoltaic industry in our province will be improved and the industrial competitiveness will be enhanced.
Continue to encourage the introduction of advanced technologies and products in short supply, do a good job in digestion, absorption and innovation, and form technologies and products with independent intellectual property rights. Strengthen technical exchanges and cooperation with foreign countries, Taiwan, Hong Kong and Macao, and actively create conditions to carry out joint research and development of high technology. Encourage multinational companies to set up R&D institutions in our province.
Organize enterprises to make full use of international trade exhibition platforms such as international high-tech fairs to carry out international cooperation and explore the international market; Guide enterprises to actively participate in the revision of international standards, national standards, industry standards and local standards, and strive to expand product exports and participate in international competition. Encourage competitive enterprises to carry out international operations and set up R&D, marketing and service institutions overseas.
(4) Promoting reform and restructuring and cultivating a number of leading enterprises.
Give full play to the role of market mechanism, standardize the order of industry competition, break the monopoly of departments and industries and regional blockade, and create a good market environment for enterprise development. Further deepen the system reform, form an enterprise growth mechanism that conforms to the requirements of market economy and the law of industrial development, guide enterprises through combination, merger and reorganization, encourage enterprises to continuously expand production scale in terms of land use and capital investment, improve technical level, and accelerate the formation of a number of leading enterprises with industry characteristics, industrial advantages, scale effect and brand image.
(five) the implementation of talent project, to provide intellectual support for industrial development.
According to the characteristics and needs of the LED and photovoltaic industries, we should establish an effective talent incentive mechanism, consolidate the team of technical leaders and senior management talents, and stabilize the technical backbones, managers and workers in key positions. Create a good environment, adopt preferential policies and effective measures to attract high-level talents from home and abroad to work in Fujian. Facing the needs of enterprises and markets, technical and management talents are trained through academic education, vocational education, continuing education and job training. Optimize the talent structure, rationally arrange and use all kinds of talents, fully mobilize their enthusiasm and creativity, and make contributions to industrial development.
Three. Policies and measures
Conscientiously implement the "National Medium and Long-term Scientific and Technological Development Plan (2006-2020)" and other preferential policies, combine the actual situation of this province, fully consider the characteristics of LED and photovoltaic industry, take practical and effective measures, create a good development environment, and support the industry to become bigger and stronger.
(A) increase support for the LED and photovoltaic industries
During the "Eleventh Five-Year Plan" period, our province arranged some funds from energy-saving funds to support the development of LED and photovoltaic industry, funded industrial scientific and technological research and major technological development projects, rewarded major scientific and technological achievements, and created conditions for giving full play to the important role of LED and photovoltaic products in energy-saving work. The competent department of information industry takes the lead in organizing relevant departments to recommend a number of projects related to industrial development every year, and relevant departments such as development and reform, science and technology, economy and trade give key support. Qualified LED and photovoltaic enterprises should be treated as high-tech enterprises and actively help them to declare national high-tech enterprises. The competent department of information industry should unite with the quality and technical supervision department to speed up product quality supervision and standard formulation, regularly publish the latest achievements in this field, and publicize and promote well-known brands; Strengthen the publicity, guidance, organization and coordination of the application of LED and photovoltaic products, and promote the application of new and excellent products in public places and society. Increased public service expenditure should be supported by governments at all levels. Construction, transportation, public security, traffic police and other departments should vigorously promote the application of LED and photovoltaic products in public infrastructure such as public buildings, roads and traffic lights, build demonstration projects, and enhance the public's perceptual knowledge of LED and photovoltaic products. Encourage and support LED production enterprises to undertake public lighting projects such as expressway tunnel lighting project and urban landscape lighting project by BOT. The construction department shall organize the formulation of construction acceptance standards to ensure the construction quality of LED application projects.
To encourage independent innovation, in accordance with the "Regulations on Promoting the Transformation of Scientific and Technological Achievements in Fujian Province" and the "Measures for Science and Technology Awards in Fujian Province", the scientific and technological achievements that have taken the lead in realizing LED light conversion efficiency and solar-grade polysilicon purification capacity to reach the domestic advanced level and realized industrialization through independent innovation will be rewarded. It is necessary to speed up the construction of a comprehensive supporting market, select suitable areas to establish a distribution market for raw materials and parts of LED and photovoltaic industries. We will implement preferential policies on site use and taxation, attract relevant enterprises from inside and outside the province to settle in, and strive to form an influential supporting market for LED and photovoltaic industries in the country, so as to improve the self-supporting ability of the industry. Encourage and support our province to expand the export of LED and photovoltaic products, and relevant departments give priority support and preferential policies in dealing with foreign technical barriers, international certification of environmental protection and energy efficiency, preferential tariffs of foreign GSP, and green channels for export clearance.
(two) vigorously implement the key technology research plan.
All relevant departments should give full play to their functions, vigorously coordinate and integrate resources, and strengthen support for the LED and photovoltaic industries. Organize joint research, concentrate on making breakthroughs in some key technologies, and quickly form research and development achievements and products with independent intellectual property rights. On the basis of condensing the development trend of LED and photovoltaic technology at home and abroad, experts at home and abroad should be organized to break through some upstream front-end key technologies of LED and photovoltaic industry development through Industry-University-Research, such as the preparation of high-concentration effective P-type doping and good P-type ohmic contact of GaN-based LED, the development of photonic crystal LED, and the stripping technology of GaN/Al2O3 epitaxial wafer grown on alumina substrate. According to the characteristics of LED and photovoltaic industry, we will independently develop and produce white LED products (single die 1 watt or more) with purity higher than 99? 999% of polysilicon products for solar cells and solar cells with photoelectric conversion efficiency greater than 12% (made of high-purity polysilicon produced in this province) are subject to special preferential fiscal, taxation and electricity consumption policies: all localities give certain incentives to enterprises that produce this product; When arranging discount loans for technological transformation projects of enterprises, give priority to supporting major investment, capital increase projects or technological transformation projects of enterprises; The purity of self-developed production by enterprises is higher than 99? 999% polysilicon products enjoy the preferential policies of our province to promote the development of industrial production.
(four) to encourage the priority use of LED and photovoltaic products produced in the province.
Establish a system of purchasing independent innovation products with financial funds, and include LED and photovoltaic products in the catalogue of energy-saving and environmental protection products. The Provincial Department of Finance, jointly with the competent department of information industry, timely announced the recommended procurement catalogue and technical indicators of LED and photovoltaic products in our province. All levels in the province need to purchase LED and photovoltaic products and services, such as road lighting, expressway traffic lights, urban traffic lights, LED display screens in public places, urban landscape lighting, railway signal systems, solar heating and power supply systems in buildings, and solar power generation facilities in remote power-deficient areas. , and must give priority to purchasing products listed in the catalogue. For the LED and photovoltaic products in the province listed in the recommended catalogue, according to the characteristics of scientific and technological content, energy saving and environmental protection, extra points will be given to a certain extent in the bidding. Establish the first purchase system and encourage independent innovation. Trial products produced or developed by enterprises or scientific research units in the province and products put on the market for the first time, with advanced technology, excellent quality and great market potential, will be given priority after confirmation. Encourage enterprises and institutions in the province to give priority to products in the province or cooperate with relevant units in the province to develop and construct when purchasing the above products or systems.
(5) Establish an effective investment and financing mechanism.
Improve the diversified and multi-channel investment and financing mechanism with investment as the guide, enterprise investment as the main body and other inputs as the supplement, cultivate standardized investment intermediary organizations, and gradually broaden the scope of the existing capital market. In accordance with the requirements of industrial policy and credit policy linkage, give full play to the role of organization and coordination, build a platform to solve the problem of information asymmetry between banks and enterprises, and effectively guide financial institutions to increase credit capital investment in LED and photovoltaic industries. Guide enterprises to actively use all kinds of new financial products, broaden financing channels, and gradually increase investment in technology development, becoming the main body of scientific and technological investment. Establish and improve the investment and financing guarantee mechanism, and encourage policy-oriented financial and commercial financial institutions to give key support to the LED and photovoltaic industries in terms of capital and credit. Actively organize enterprises to participate in high-level investment promotion activities, and purposefully seek cooperation from large companies and consortia abroad to introduce funds. Support advantageous enterprises to create conditions for listing on the domestic main board and SME board, and publicly issue stocks and various bonds to raise funds. Actively create conditions, establish and improve the property rights trading market, realize the capital flow of unlisted enterprises, broaden investment exit channels, and attract social and private capital and venture capital to invest in LED and photovoltaic industries.
(six) the establishment of public technical service platform.
Aiming at the industrialization of LED and photovoltaic products, focusing on improving the independent innovation ability of the industry, and aiming at providing technical support and technical services for the majority of enterprises, on the basis of further improving the supporting facilities of Xiamen National Semiconductor Lighting Industrialization Base, several public technical service platforms are established. For example, Fujian Semiconductor Lighting Product Testing and Certification Center and Fujian Photovoltaic Product Testing and Certification Center are established, which are mainly engaged in the performance testing of LED devices and components, the testing of polysilicon purity, semiconductor parameters, photovoltaic performance of solar cells, product life expectancy and reliability, and research and formulate products and their engineering technical requirements, testing methods and quality standards; Fujian LED and Photovoltaic Industry Application Research Center was established, mainly engaged in the design and development of LED and photovoltaic application products and systems, providing technical support and services for small and medium-sized application product development and production enterprises. It is necessary to make full use of the existing national technical service platform, increase investment, improve the testing level, and provide low-cost and high-quality services for enterprises.
(seven) to strengthen exchanges and cooperation with related industries in Taiwan Province province.

Give full play to the communication role of professional non-governmental organizations on both sides of the strait, and promote cross-strait specific industry docking and project cooperation. Strengthen cooperation with the LED industry in Taiwan Province Province, and compare with international authoritative organizations to improve the LED detection level in our province.
(eight) the establishment of Fujian photoelectric industry association.
Fujian Optoelectronic Industry Association should be a non-profit social organization with social group legal person status, which is composed of enterprises, institutions and natural persons engaged in optoelectronics (including LED and photovoltaic industries) in Fujian Province voluntarily. Its main function is to organize academic activities, information exchange and consulting services in the field of optoelectronics; Entrusted by the department, organize industry experts to formulate industry development plans and provide industry analysis reports and development suggestions for relevant departments; Carry out international and cross-strait technical cooperation and exchanges, organize academic exchanges and exhibitions at home and abroad, and cooperate with relevant departments to carry out investment promotion and intelligence introduction activities in the photoelectric industry; Coordinate the internal and external relations of photoelectric enterprises, standardize the competition order and self-discipline of the industry, and create a good environment for the development of enterprises.
(9) Strengthen the construction of talent team.
Increase personnel training and intelligence introduction. Support colleges and universities in the province to set up optoelectronic professional and professional skills courses, improve school conditions, strengthen the construction of teachers, courses and teaching materials, and train optoelectronic professionals and senior technicians for our province. Pay close attention to the work of introducing talents, focusing on professional technical leaders and senior management talents in LED and photovoltaic industries, and vigorously attract outstanding returnees and Fujian experts working abroad to work in Fujian or hire them as technical consultants. While introducing internationally advanced LED and photovoltaic industry projects, encourage projects to bring technology and talents. Do a good job in the re-education and technical training of on-the-job personnel, rely on universities, research institutes and enterprises in the province, and at the same time attract famous universities and research institutions at home and abroad to build postdoctoral mobile stations, joint training centers for engineering masters, social practice bases for senior students and graduate students, cultivate a large number of urgently needed talents, and stabilize the talent team. Actively send professional and technical personnel to go abroad for training to improve their professional and technical level and job skills; Foreign affairs and other relevant departments should simplify the examination and approval procedures for personnel going abroad on business, and provide convenience for senior and middle-level technical management personnel of enterprises to participate in international exchanges. Implement the reward and reward policies for those who have completed technological achievements and those who have made outstanding contributions in the transformation of scientific and technological achievements, and give full play to their enthusiasm and creativity.
