The construction administrative departments of the people's governments of cities, prefectures, counties and forest areas shall be responsible for the supervision and management of building energy conservation work within their respective administrative areas.
The relevant administrative departments of the people's governments at or above the county level, such as development and reform, finance, land resources, quality and technical supervision, environmental protection, science and technology, transportation, industry and commerce, taxation, etc., shall, according to their respective functions and duties, cooperate with the construction administrative departments at the same level to do a good job in building energy conservation management. Fifth people's governments at all levels shall, according to the resource conservation planning of this province and this region, formulate special plans for building energy conservation and incorporate them into the national economic and social development plan. Article 6 Local standards and technical specifications for building energy efficiency shall be formulated and promulgated by the provincial construction administrative department and the provincial quality and technical supervision administrative department. Seventh new construction projects must implement the national and provincial building energy efficiency standards.
Actively promote the energy-saving transformation of existing buildings. When rebuilding and expanding existing buildings, energy-saving renovation must be carried out simultaneously in accordance with building energy-saving standards. Article 8 When examining the detailed urban planning and architectural design scheme, the competent department of urban planning administration shall comprehensively consider the requirements of energy utilization and building energy conservation from the aspects of building layout, shape, orientation, ventilation and greening. Ninth new construction projects, renovation and expansion, the project report, design task book, planning and design scheme and preliminary design, should include the special demonstration of building energy efficiency. Tenth construction units shall entrust the planning, design and construction of construction projects in accordance with relevant laws, regulations, rules and policies and building energy efficiency standards.
Design units shall design in accordance with the requirements of building energy-saving design standards, specifications and energy-saving technologies.
The construction unit shall carry out the construction in accordance with the requirements of qualified construction drawing design documents and technical regulations for building energy-saving construction.
Engineering supervision units shall carry out engineering supervision in accordance with the requirements of qualified construction drawing design documents and technical specifications for building energy-saving construction supervision. Eleventh construction drawing review institutions shall review the building energy conservation in the construction drawing design documents, and list the contents of energy conservation review. Without examination or does not meet the mandatory provisions of building energy efficiency design standards, the examination institution shall not issue an examination certificate. The construction administrative department and the construction project quality supervision institution entrusted by it shall conduct a special audit of building energy efficiency on the completion acceptance report of the construction project submitted by the construction unit, and shall order the construction project that does not meet the building energy efficiency standards to make corrections within a time limit. Article 13 When selling or delivering a building, the conditions of the building envelope, energy consumption system and energy recovery system, and the corresponding protection and use requirements shall be indicated in the building specification.
The real estate administrative department shall, when applying to the construction unit for the pre-sale and sale of houses, review the contents of building energy conservation in the building specifications. Fourteenth building owners or users in the use, decoration, maintenance and renovation of buildings, should abide by the provisions and requirements of building energy efficiency, and shall not damage the original building energy-saving facilities. Article 15 The government encourages, guides and supports the research, development, production, popularization and application of building energy efficiency and new wall materials and bulk cement, and commends and rewards units and individuals that have made remarkable achievements in the development and application of building energy efficiency and new wall materials and bulk cement.
The people's governments at or above the county level shall arrange a certain amount of energy-saving funds in capital construction, technological transformation and scientific research funds for the research and development of advanced building energy-saving technologies.
The provincial construction administrative department shall, according to the research and development of building energy-saving technologies and new wall materials, formulate a catalogue for popularization and application and publish it.
