Ni Haixia was born in Taiwan, China.

Ni Haixia (1954~2012), whose childhood was spent in Taiwan, China, and whose ancestral home is Lingxia Village, Linchuan Township, Ruian City, is an American herbalist, doctor of Chinese medicine, and has been practicing in the United States for more than twenty years. He served as a doctoral supervising professor at the California University of Traditional Chinese Medicine, the president of the American College of Traditional Chinese Medicine in Hantang, and the director of the Department of Health of the Florida State Government, etc. In 2012, Ni Haixia passed away at the age of 59 due to an illness.

Ni Haixia had a car accident on the eve of his university exams, and was unable to take the exams because of a broken thigh; during his convalescence after surgery and release from the hospital, he was intoxicated by ancient books and unmotivated by his coursework. The next year, he was admitted to the Department of Political Science of Soochow University. During his college years, Ni Haixia read and researched a great deal of books related to Zi Wei Dou Shu, geography, yang shui, face reading, palmistry, Iron Plate Divination, and I Ching divination, and created his own doctrine, the Yi School of Signs and Symbols.

Ni Haixia enlisted in the army after graduating from college and was assigned to the Matsu Military Medical Department. After being discharged from the army, Ni Haixia assumed the name of Fan Yulong and chose fortune-telling as his main profession, with medical treatment as a supplement.

In 1980, Ni Haixia immigrated to Florida with his family, where he obtained a doctorate degree in traditional Chinese medicine, a Florida acupuncture license, and a local Chinese medicine practitioner's license visa.

In 1988, Ni Haixia opened a class on Jinshan South Road in Taipei, teaching Zi Wei Dou Shu and Feng Shui, and named it "Astronomy and Geography Class"; in 1989, Ni Haixia opened a clinic of Han-Tang Traditional Chinese Medicine (TCM) in Florida and began to practise medicine; and in 1991, Ni Haixia opened a class of TCM teaching and began to teach TCM courses, including acupuncture, moxibustion, injuries, and other related subjects. courses, including acupuncture, typhoid and Jin Gui.
