The District Finance Bureau, the District Housing and Urban-Rural Development Bureau, the District Natural Resources and Planning Bureau and other departments shall cooperate with each other in accordance with their respective division of responsibilities to ensure that the market-oriented resettlement work of residential housing expropriation is carried out smoothly in accordance with the law.

Article 5 The expropriator and the person to be expropriated in the prescribed period of time to sign the housing expropriation compensation and resettlement agreement, approved by both sides of the amount of compensation for market-oriented resettlement, the expropriator issued a house note. Article 6: The amount of the housing ticket for the market-oriented resettlement of the expropriated residential housing = the compensation standard for market-oriented resettlement + the subsidy for the housing ticket. Market-oriented resettlement compensation standard = market-oriented resettlement area price * area to be resettled - property right exchange resettlement settlement amount. The housing ticket subsidy consists of three parts: market-oriented resettlement subsidy, advance purchase subsidy and underground parking space subsidy. Article 7 Commodity housing agreed by the expropriator to participate in market-oriented resettlement refers to the commercial housing (including residential, commercial, office, parking spaces, etc., hereinafter the same) in the district not yet sold by the real estate development enterprise that has signed an agreement on the use of the housing ticket with the Housing and Urban-Rural Development Bureau of the Luqiao District, or the commercial housing provided by governmental units (including the district's state-owned enterprises). Commodity housing agreed by the levypayer, real estate development enterprises shall not arbitrarily increase prices and muffled, without limiting the number of units purchased, without limiting the area purchased. Article 9: The sale price of the commercial housing purchased by the requisitioner exceeds the amount of the housing bill, and the exceeding portion is settled by the requisitioner and the real estate development enterprise; the total price of the commercial housing purchased is less than the amount of the balance of the housing bill, and the housing requisition implementation unit will reissue the housing bill within the period of validity of the housing bill. If the balance is less than 5% of the total amount of the original housing bill or less than 100,000 yuan, the user of the housing bill may apply to the housing levy implementation unit for direct currency redemption within the validity period of the housing bill.

Article 10 If the market-oriented resettlement is chosen, and the requisitioned person signs the agreement and vacates and demolishes the building within the specified period of time, a one-time temporary resettlement fee of 12 months shall be subsidized for the purchase of the existing house; for the purchase of the period house, the temporary resettlement fee shall be subsidized according to the time of handing over the house plus a 6-month renovation period. The temporary resettlement fee shall not exceed a maximum of 42 months, and shall be paid on a quarterly basis. Households without houses on the requisitioned land are not entitled to the temporary resettlement fee.

Article 11 After the property development enterprise and the levye sign the house sale contract, the property development enterprise with the levye to provide the house ticket, signed the house sale contract (by the district real estate affairs center for the record) and issued sales invoices, and the levye to settle the bill on a quarterly basis. When the levye buys a period house, the levye pays 30% of the amount of the house bill in the first installment; after the pre-sale of the building for the same period of time is completed, the government pays 50%; if the house is delivered and used and an official sales invoice is issued, another 20% is paid. When the levye buys an existing house, the levye pays 50% of the house note amount in the first installment; after one year, it pays another 50%. At the end of the settlement, the levye takes back the house note. The amount of money shall be paid to the corresponding real estate development project's pre-sale fund supervision account, and the amount of the house note is equal to the equivalent cash income, which can be used as the pre-sale fund of the commodity house.

Article 12 The property development enterprises participating in the market-oriented resettlement shall sign a responsibility commitment to give group purchase price concessions to the requisitioners who purchase commercial housing for resettlement.

Article 15 This program shall be interpreted by the District Housing and Urban-Rural Development Bureau and the District Natural Resources and Planning Sub-bureau.
